Analysis of the development of the budget revenues of the city Říčany in 2020 and comparison with the 2009 crisis

Abstract:

Bakalářská práce se zabývá analýzou vývoje příjmů rozpočtu města Říčany v roce 2020 se zaměřením na rekordní propad HDP a porovnává tento vývoj s rokem 2009 v období finanční krize. V důsledku zmrazení ekonomiky a mnoha dalších opatření za rok 2020 došlo k největšímu propadu HDP v české historii. V teoretické části jsou vymezeny základní pojmy v oblasti příjmů rozpočtu, veřejných financí a financování měst. V praktické části se věnuji dopadům finanční krize z roku 2009, mezi které patří například zredukování objemu zahraničního obchodu se zbožím a službami. Dále se zabývám dopady pandemie z roku 2020, díky kterým došlo k poklesu spotřeby domácností, poklesu vývoje služeb a turismu. Následně se věnuji analýze hrubého domácího produktu v krizových letech a analýze vývoje příjmů rozpočtu města Říčany, které dokazují, že propad HDP v krizových letech, měl negativní dopad na zkoumané příjmy města. Mezi nejvíce zasažené příjmy rozpočtu patřily kapitálové příjmy. V rámci této práce jsem navrhla národohospodářská doporučení, mezi která patří například poskytnutí analytické či metodické pomoci obcím.

Abstract:

The bachelor thesis deals with the analysis of the development of budget revenues of the city of Říčany in 2020 with a focus on the record decline in GDP and compares this development with 2009 during the financial crisis. As a result of the freezing of the economy and many other measures in 2020, there was the largest drop in GDP in Czech history. The theoretical part defines the basic concepts in the field of budget revenues, public finances and urban financing. In the practical part I deal with the effects of the financial crisis of 2009, which include, for example, reducing the volume of foreign trade in goods and services. I also deal with the effects of the 2020 pandemic, which led to a decline in household consumption, a decline in the development of services and tourism. Subsequently, I analyze the gross domestic product in the crisis years and the analysis of the development of budget revenues of the city of Říčany, which prove that the decline in GDP in the crisis years had a negative impact on the examined city revenues. Among the most affected budget revenues were capital revenues. As part of this work, I proposed national economic recommendations, which include, for example, the provision of analytical or methodological assistance to municipalities.
