Gentrification: An oportunity for integration? Case study of the Brno Zábrdovice locality.

Abstract:

Práce mapuje proces gentrifikace v lokalitě Brno Bratislavská/Cejl a těsně přilehlých ulicích v časovém rozsahu let 2008 až 2013. Pro analýzu probíhajícího procesu je zvolen přístup soustředěný na aktéra tzv. „actor centered approach“. Podle tohoto postupu byly stanoveny čtyři zájmové skupiny, které se na procesu podílí, a to (1) původní obyvatelé, (2) gentrifiers – nově příchozí, (3) neziskové organizace působí v lokalitě, (4) poslední skupinou je pak město Brno jako instituce. Jako podklady pro analýzu byly využity rozhovory pořízené v terénu a analýza dostupných dokumentů. Proces gentrifikace byl sledován prostřednictvím cílů a strategií jednotlivých skupin a jejich dopadů ve směru procesu integrace či exkluze původních obyvatel. Čistě integrativní záměr uplatňují v lokalitě výhradně neziskové organizace, v případě původních obyvatel jsou snahy o integraci ambivalentní. Původní obyvatelé vyjadřují touhu po integraci, ovšem zásadním problémem je vzájemná podpora v exkludovaném jednání. Město Brno změnilo po roce 2008 svou politiku díky dotacím z EU, takže v důsledcích umožňuje realizovat některé integrativní snahy původních obyvatel ve spolupráci s neziskovými organizacemi. Skupina gentrifiers dává příležitost k mezigenerační integraci v případě residentů, kteří hodlají v lokalitě zůstat, naopak gentrifiers přicházející za účelem podnikání jsou jedním z nejvýznamnějších push faktorů, které na původní obyvatele působí. Práce po souhrnu všech strategií aktérů zodpovídá základní výzkumnou otázku, zda existuje v tomto případě prostor pro integraci původních obyvatel, kladně, ovšem upozorňuje na značnou selektivitu možnosti integrace.

Abstract:

The thesis covers the gentrification process taking place in the location of Bratislavska and Cejl streets in Brno, Czech Republic between the years 2008 and 2013. The so-called “actor centered approach” was chosen as an appropriate method of analyzing undergoing process. According to this approach, four interest groups active in the development of the area were identified: (1) native inhabitants of the location, (2) the “gentrifies” – newcomer residents, (3) Non-governmental organizations (NGOs) active in the area, and finally (4) the authorities of the city of Brno itself, here conceptualized as an institution. Interviews gathered in the field supplemented with analysis of available documents serve as the source of data for the thesis. The gentrification process has been analyzed through goals and strategies of each of the four groups and their impacts on processes of integration or exclusion of the native inhabitants of the area. The NGOs are the only group, which is purely interested in integration of the native inhabitants of the location to the mainstream society. The natives themselves are rather ambivalent to this goal. The city was not initially very active in the integration process, but has underwent the policy shift in 2008, when it started to participate in some integrating projects as a reaction to availability of subsidies from the European Union for this purpose. The gentrifies themselves are not a cohesive group. Those newcomers who come to settle in the location have a potential to contribute to integration of the natives, in particular over the course of the future generations. Meanwhile those who take advantage of relatively cheap real estate in the area to open their business there, while living elsewhere, represent one of the strongest push factors pressuring the native inhabitants to move on elsewhere. To conclude, the initial research question, whether the gentrification process has a potential for integration of the native inhabitants of the location, is answered positively in the thesis, nevertheless it is also stressed that this is not a straightforward process and the possibility of integration will likely be available only selectively, rather than for all native inhabitants of the location.
