Práce se zabývá připraveností obyvatelstva daného regionu na zvládnutí dlouhodobého plošného výpadku elektrické energie. Pojem blackout je v teoretické části práce vymezen, popsány jsou jeho možné příčiny a důsledky, zároveň je zachycen relevantní legislativní rámec.
