Mitigation of Brownfields in Ústí nad Labem Region

Abstract:

Tématem bakalářské práce je "Využití lokalit typu brownfields v Ústeckém kraji". S problémem existence těchto nedostatečně využívaných lokalit se kraj potýká zejména od devadesátých let dvacátého století v souvislosti s transformací české ekonomiky. Restrukturalizace průmyslu a zemědělství měla za následek uzavření mnoha podniků, útlum produkce a vznik brownfieldů v celém regionu. Teoretická část práce pojednává o základních východiscích průmyslové politiky pro budování průmyslových zón. Součástí je také charakteristika greenfields, brownfields a jejich komparace. Místním šetřením se zabývá praktická část, ve které je provedena analýza brownfieldové problematiky Ústeckého kraje a identifikace hlavních rozvojových možností. Na základě 3 případových studií regenerace lokalit typu brownfields jsou následně navržena řešení pro jejich vyšší využití. Brownfields jsou v Ústeckém kraji významným problémem, kterému je nutné věnovat pozornost. Řešení spočívá především na straně soukromého sektoru. Úloha místní správy je shledána v rozšiřování povědomí veřejnosti a dané problematice, prevenci vzniku brownfields a motivaci k investování do těchto lokalit.

Abstract:

The bachelor work deals with the issue of brownfields and their utilization in Ústí nad Labem region. These undeveloped sites have been under a close surveillance of the regional management since the nineties of the last century and as a part of Czech economic transformation. A great number of factories and manufactures have been closed and together with a decrease in agriculture due to the restructuring, many industrial sites transformed into brownfields. The theoretical part concerns basic approaches of industrial policies towards building of industrial fields. As an adjacent part, there is a description of greenfield and brownfield characteristics together with their comparison. The practical part approaches a local investigation of the issue connected to brownfields in Usti region and it provides an identification of the main development propositions. Further, some practical proposals leading to higher efficiency in utilizing of the respective sites are presented. The proposal is based on the analysis of 3 independent case studies of mitigation of these sites. Brownfields represent a great problem in Usti region and it deserves a close attention. Solutions are seen primarily through private sector involvement. The role of local governments is perceived primarily in promotional activities, in the area of taking precautionary measures and in collaboration with a private investment.
