Impact Analysis of Portuguese Drug Policy in years 1995-2019 and its possible use in the Czech republic

Abstract:

Bakalářská práce se zaměřuje na analýzu vlivu drogové politiky Portugalska v letech 1995-2019 a její možné využití v České republice. Cílem práce je analýza dopadů drogové politiky v zasažených oblastech a vytvoření doporučení pro drogovou politiku České republiky. Teoretická část obsahuje zdravotní a společenské dopady drog, přehled státních zásahů a různé pohledy vybraných ekonomických škol a teorií na ně. Praktická část je rozdělena na analýzu dopadů drogové politiky Portugalska a České republiky. Každá část obsahuje nejprve analýzu legislativního rámce a celkového vývoje drogové politiky a následně analýzu ekonomických dopadů dotčených oblastí. Další částí je poté komparace úspěšnosti drogových politik Portugalska a České republiky na vybraných ukazatelích. Lze konstatovat, že česká drogová politika je úspěšnější v oblasti zdravotnictví, zatímco portugalská drogová politika je úspěšnější v oblasti prosazování práva. Doporučením pro českou drogovou politiku je tedy zefektivnění politiky v oblasti prosazování práva.

Abstract:

This presented bachelor thesis focuses on the analysis of the impact of portuguese drug policy in years 1995-2019 and the possible use of it in Czech republic. The main goal of this thesis is the analysis of drug policy at affected areas and making a recommendation for czech drug policy based on this analysis. The description of health and social impact of drugs can be seen in the theoretical part. Later I introduce an overview of possible interventions which can be made by governmant and different views of selected economic theories on them. The practical part is divided into two parts: the analysis of drug policy legislative framework and the analysis of economic impacts. A comparation of succes rate of czech and portuguese drug policy is presented in the next part of this work. We can make a statement that czech drug policy is more successful in health area, while portuguese drug policy is more successful in the law enforcement area. A recommendation for czech drug policy is to be more effective in law enforcement area.
