The failure of UNHCR in the Syrian crisis

Abstract:

Už po staletí byli lidé nuceni odcházet ze svých domovů a hledat útočiště v okolních zemích. Mezi hlavní příčiny jejich nedobrovolného odchodu patří přírodní katastrofy, politická situace, války, náboženské konflikty, rasová diskriminace atd. Společnost národů se aktivně zapojila do řešení těchto problémů a vytvářela ad hoc orgány pro řešení uprchlické otázky. Nicméně se postupem času zjistilo, že uprchlický problém nelze řešit úřady s omezeným mandátem, ale je zapotřebí vytvořit instituci, která se tímto problémem bude zabývat až do jeho úplného vyřešení. Proto v 50. letech 20. století vzniká tzv. Úřad Vysokého komisaře OSN pro uprchlíky (UNHCR), který znamenal revoluci pro řešení uprchlických problémů a také vyzdvihl uprchlický problém na mezinárodní úroveň. Dnes UNHCR čelí jedné z největších uprchlických krizí, a to krizi v Sýrii. Tato bakalářská práce se zabývá úřadem UNHCR a jeho rolí v řešení syrské krize. Hlavním cílem této práce je rozbor a diskuse faktorů, které způsobují selhávání úřadu Vysokého komisaře OSN pro uprchlíky při řešení syrské krize. Souvisejícím dílčím výzkumným záměrem je pak analýza cílů stanovených v průběhu konfliktu samotným úřadem, a to konkrétně v dokumentech „Global Appeal“.

Abstract:

For centuries people have been forced to leave their homes and seek shelters in the surrounding countries. The main causes of their involuntary departure include natural disasters, political situations, wars, religious conflicts, racial discrimination, etc. The League of Nations actively participated in solving these problems and created ad hoc agencies to address refugee issues. However, over time, it has been found that the refugee problem can not be solved by the authorities with limited mandate, but it is necessary to create an institution that will deal with this problem until it is fully resolved. Therefore, in the 1950s, the UN High Commissioner for Refugees (UNHCR) emerged, which revolutionized refugee problems and highlighted the refugee problem at international level. Today, UNHCR is facing one of the biggest refugee crises, namely the one in Syria. This bachelor thesis deals with UNHCR and its role in solving the Syrian crisis. The main aim of this work is to analyse and discuss the factors that cause the failure of the UN High Commissioner for Refugees to resolve the Syrian crisis. The related sub-research intention is then to analyse the targets set during the conflict by the Office itself, Concretely in the "Global Appeal" documents.
