Managerial Evaluation of the Preparation for Construction of the Pond

Abstract:

Práce pojednává o manažerském hodnocení výstavby rybníka, jako vodohospodářského díla, převážně zaměřeného na předrealizační fázi a s ní spojené finanční náklady, a to od rozhodnutí investora (stavebníka) přes vhodný výběr lokality, až po projektovou přípravu a výběr zhotovitele. V práci je okrajově zmíněna i realizace stavby rybníka z pohledu finančních nákladů. V praktické části bakalářské práce je uveden zjednodušený postup předrealizační fáze, kvalifikovaný odhad finančních nákladů a také se práce zaměřuje na výběr zhotovitele stavby a podmínek, které se výběru týkají. Hlavním přínosem a cílem této práce je přiblížení vodohospodářské problematiky předrealizační fáze výstavby rybníka, tedy postup a podmínky při rozhodnutí o výstavbě rybníka případnému investorovi, popřípadě investorem najatým osobám. V praktické části je uvedeno procentuální zhodnocení celé stavby, které je rozděleno na náklady spojené s vhodným výběrem lokality, s projektovou dokumentací, dále náklady spojené s výkupem pozemků a náklady na samostatnou realizaci stavby. Výsledky této analýzy ukázaly, že průměrné finanční náklady na 1 ha jsou 1,93 mil Kč. Hlavní zjištěním je, že podle těchto finančních údajů se nelze jednoznačně řídit, neboť i stejně velký rybník o rozloze 3,5 ha může mít jiný finanční rozpočet v závislosti na odlišných místních podmínkách. Směrodatnými prvky jsou především výběr a vhodnost lokality pro stavbu rybníka. Výsledným zjištěním je, že finanční rozpočet celé stavby je rozdělen do několika částí a to do části předrealizační, kam zařadíme náklady na vhodný výběr lokality, odkup pozemků a na projektovou dokumentaci, což činí 9,4 % z celkové částky. Zbylých 90, 6 % finančních nákladů je vynaloženo na samostatnou realizaci stavby, která je dle výsledků finančně nejnákladnější.

Abstract:

The thesis disserts the decision making during the construction of a pond as water management source mainly focused on pre-implementation phase and the associated financial costs, from the decision of investor (builder), through appropriate site selection, to project preparation and selection of the contractor. The thesis marginally mentions the realization of the construction in terms of financial costs. In the practical part of the thesis, there is simplified procedure for pre-implementation phase, qualified estimate of the financial costs and the thesis also focuses on the selection of contractors and conditions that are related to the selection. The main contributions of the thesis is to introduce the issue of water management pre-implementation phase of construction of a pond, the procedure and conditions for decision to build a pond by the investor or hired individuals by the investor. Another practical part presents the percentage appreciation of the construction as a whole, which is divided into the costs associated with the appropriate site selection, project documentation, as well as costs associated with the purchasing of land and the cost of the construction itself. The results of this analysis showed that the avarage financial cost of 1 ha are 1,93 mil CZK. The main finding is that under these financial information is not easy to decide, because even two ponds with the acreage of 3,5 ha could have different budget, depending on the different local conditions. The guiding elements are particularly choice and suitability of the site for the construction. The final finding is, that the financial budget of the whole construction is divided into several parts. The part of pre-implementation, where is included the costs of site selection, land purchasing and project documentation, which is 9,4% of the total cost. The remaining 90,6 % of the cost is spent on the construction, which, based on the financial analysis, is the most costly.
