Ethical infrastructure in public administration

Abstract:

Tato bakalářská práce se zabývá zjištěním skutečného stavu etické infrastruktury ve veřejné správě České republiky. V první kapitole jsou sepsány základní pojmy týkající se uspořádání veřejné správy, funkce etiky ve veřejné správě a jsou zde také popsány vybrané prvky etické infrastruktury. Ve druhé části se nachází výzkum. Ten se skládá z osobního setkání na dvou obecních úřadech a dotazníkového šetření. Cílem této práce je zjistit, jak vypadá skutečný přístup k problematice etiky na dvou vybraných obecních úřadech a zhodnotit, zda je tento přístup správný a dostatečný.

Abstract:

This bachelor's thesis deals with determining the actual state of ethical infrastructure in public administration in the Czech Republic. The first chapter presents basic concepts related to the organization of public administration, the role of ethics in public administration, and selected elements of ethical infrastructure. The second part contains research, which consists of personal meetings at two municipal offices and a questionnaire survey. The aim of this thesis is to find out what the actual approach to the issue of ethics is at the two selected municipal offices and to evaluate whether this approach is correct and sufficient.
