Ethical codes in public administration

Abstract:

Bakalářská práce se zabývá problematikou etických kodexů ve veřejné správě se zaměřením na obce Jihomoravského kraje. V teoretické části je definován pojem etika a etický kodex a je zde nastíněn stručný historický exkurz v této problematice. Zároveň je obsáhnuta i současná situace etiky a korupce v České republice. Praktická část se poté zabývá empirickým šetřením, jehož hlavním cílem bylo popsat využívání etických kodexů ve veřejné správě a posoudit jejich vliv na zvýšení profesionality pracovníků na úrovni obcí Jihomoravského kraje.

Abstract:

The bachelor thesis deals with the issue of ethical codes in public administration with a focus on the municipalities of the South Moravian Region. The theoretical part defines the concept of ethics and the code of ethics and outlines a short historical excursion on this issue. At the same time, the current situation of ethics and corruption in the Czech Republic is involved as well. The practical part deals with an empirical survey whose main objective was to describe the use of codes of ethics in public administration and to assess their influence on the increase of professionalism of the employees at the level of the municipalities of the South Moravian Region.
