International comparison of health systems

Abstract:

Tato diplomová práce v prvních kapitolách teoretické části popisuje základní modely a členění zdravotnických systémů. Rozpracovává mechanismy úhrad pro poskytovatele zdravotní péče a to zejména z pohledu primární a lůžkové péče. Dále popisuje modely, resp. předpoklady, podle kterých lze srovnávat fungující zdravotnický systém. Další kapitoly praktické části se zaměřují na charakteristické rysy zdravotnických systémů vybraných zemí EU, tj. Německo, Rakousko, Slovensko, Polsko, Portugalsko a Česká republika. Dále je zde popisován historický vývoj zdravotnických systémů vybraných zemí, reformní snahy a zákony, protože každý zdravotnický systém byl a je determinován národními specifikami a politikami. Nedílnou součástí praktické části jsou i data ekonomického, zdravotnického a demografického charakteru, které mají být nápomocny nejen při mezinárodním srovnávání zdravotnických systémů, ale zejména poukázat na možné klady a eventuálně příležitosti, kterých by bylo možné využít v organizaci a řízení zdravotních zařízení v České republice.

Abstract:

In the first chapters of the theoretical part, this thesis describes the basic models and division of healthcare systems. It elaborates the reimbursement mechanisms for health care providers, especially from the perspective of primary and inpatient care. It then describes the models or assumptions against which a functioning health system can be compared. Other chapters in the practical part focus on the characteristics of the health systems of selected EU countries, i.e. Germany, Austria, Slovakia, Poland, Portugal and the Czech Republic. Furthermore, the historical development of the health systems of the selected countries, reform efforts and laws are described, as each health system was and is determined by national specificities and policies. An integral part of the practical part is also economic, health and demographic data, which are intended to be helpful not only in international comparisons of health systems, but especially to point out possible advantages and possibly opportunities that could be used in the organization and management of health care facilities in the Czech Republic.
