Consociational Practices as a Conflict Regulation Strategy: A Comparative Study of Ethnonationalist Movements in Northeast India

Abstract:

Již od roku 1947, kdy Indie získala nezávislost na Spojeném Království, je region severovýchodní Indie zmítán etnickým násilím. Tento region zahrnuje sedm států a místní etnická hnutí reprezentují mikrokosmos problémů, kterým musí čelit menšiny a důvodů, proč se mnohdy s použitím násilí staví centrální autoritě. Komparativní studie těchto hnutí má pomoci odhalit jejich specifika a aspekty politického řešení, použitého centrální vládou v Novém Dillí za cílem odstranit či alespoň regulovat etnické napětí. Tato diplomová práce vychází z teorie konsociace A. Lijpharta, na kterou je pohlíženo jako na složenou ze dvou dimenzí: institucionálního uspořádání a chování elit. Hlavním argumentem je, že kooperativní chování elit předchází instituce, ale oba tyto komponenty jsou nezbytné pro to, aby konsociace fungovaly a pomáhaly řešit konflikty. Vedlejším závěrem práce je zjištění, že i pokud je konflikt mezi státem a etnickým hnutím uspokojivě vyřešen, při neaplikování konsociačních praktik vícevrstevně hrozí, že se napětí přesune dovnitř autonomních státních jednotek, kde si nově většinové skupiny uzurpují moc a marginalizují místní menšiny.

Abstract:

Ever since India obtained independence from British rule in 1947, the region of Northeast India has been gripped by ethnic tensions and violence. Composed of seven states, the region's ethnonationalist movements represent a microcosm of the problems faced by minorities and the reasons for their standing up against the central authority. A comparative study of these movements reveals their specifics and aspects of political engineering employed by the central government in New Delhi in order to resolve or regulate these tensions. My thesis departs from A. Lijphart's theory of consociationalism, which is here regarded as being composed of two dimensions: institutional arrangements and elite behaviour. The main argument is that cooperative elite behaviour precedes institutions, but both of these components are necessary in order for consociations to work towards resolution of ethnic conflicts. The secondary finding is that even if the conflict between state and ethnic movement has been solved through granting autonomy and statehood, not employing the consociational principles on the new state's level leads to the emergence of new cleavages and ethnic conflict within the state.
