Public Revenues in Healthcare in the Czech Republic in 2008-2019

Abstract:

Bakalářská práce se zabývá vývojem veřejných příjmů do zdravotnictví České republiky v letech 2008-2019. Nejprve jsou uvedeny argumenty ve prospěch financování zdravotnictví z veřejných financí, modely financování zdravotní péče a charakteristiky zdravotního systému ČR. Meritorní částí práce je analýza veřejných příjmů v uvedených letech v rozdělení na příjmy z pojistného na veřejné zdravotní pojištění a platby státu za státní pojištěnce. K analýze dat byly využity statistické metody – míry dynamiky časových řad a trendová analýza s regresním přístupem k modelování trendu. V poslední části jsou diskutovány možnosti zvýšení příjmů do zdravotnictví. Jako doplňkový zdroj je navržena možnost alokace příjmů ze spotřebních daní z tabáku a alkoholu.

Abstract:

The bachelor's thesis deals with the evaluation of the development of public revenues in healthcare in the Czech Republic between the years 2008-2019. First, the arguments in favor of financing health care from public finances, models of financing of healthcare and characteristics of the Czech healthcare system are presented. The main part of bachelor's thesis is the analysis of public revenues in the mentioned years, divided into revenues from public health insurance and payments of state for state insured persons. Statistical methods were used for data analysis – rates of dynamics and trend analysis with a regression approach to trend modeling. The possibilities of increasing income into healthcare are discussed in the last part of the thesis. As an additional source is proposed the possibility of allocating revenues from excise duties from alcohol and tobacco products.
