"Tax" federalism in the Czech-Swiss comparison

Abstract:

Tato bakalářská práce s názvem "Daňový" federalismus v česko-švýcarské komparaci se věnuje problému decentralizace veřejné správy a kompetencí jednotlivých stupňů vlád v oblasti jejich vlastních daňových příjmů. Práce má tři hlavní bloky, přičemž v prvním řeší teoretické vymezení daňového federalismu s přihlédnutím k fiskálnímu federalismu a federalismu jako takovému, v druhé předkládá historický kontext a analýzu současného daňového systému Švýcarské konfederace s důrazem kladeným na postavení jednotlivých stupňů vlád. V posledním bloku zpracovává historický nástin vývoje veřejné správy z hlediska daňových kompetencí jednotlivých stupňů vlád v České republice a celků, které se na tomto území nacházely v minulosti, navíc komparuje současný stav v České republice se situací ve Švýcarské konfederaci.

Abstract:

This thesis titled "Tax" federalism in the Czech-Swiss comparison addresses the problem of decentralization of public administration and competencies of each governmental level in the area of their own tax revenues. The thesis has three main blocks, the first addresses theoretical definition of tax federalism with regard to fiscal federalism and federalism as such, and the second presents the historical context and analysis of current tax system of the Swiss Confederation with emphasis on the position of individual levels of governments. In the last block the thesis addresses historical outline of public administrative development in terms of tax competencies of each governmental level in the Czech Republic and units that were located in this area in the past, moreover compares the current situation in the Czech Republic with the situation in Switzerland.
