Current problems of the credit union sector in the Czech Republic

Abstract:

Cílem diplomové práce je vymezit pojem a úlohu spořitelních a úvěrních družstev, diskutovat jejich současné problémy a dospět k poznatkům ohledně jejich dalšího vývoje. Strukturu práce tvoří čtyři kapitoly. První kapitola popisuje vývoj družstevních záložen od poloviny 19. století až do současnosti. Druhá kapitola se věnuje právnímu vymezení družstevní záložny a popisu současného stavu v sektoru. Předmětem třetí kapitoly jsou současné problémy družstevních záložen, především morální hazard vkladatelů a špatná kvalita jejich úvěrového portfolia. Poslední kapitola popisuje sedm opatření, která přinesla novela zákona o spořitelních a úvěrních družstvech, provedená zákonem č. 333/2014 Sb. Použitými metodami jsou interpretace právních předpisů, analýza historických pramenů a interpretace statistických dat. Výstupem práce je identifikace problémů spořitelních a úvěrních družstev a diskuze jednotlivých způsobů jejich řešení.

Abstract:

The thesis aims to define the concept and the role of credit unions on the financial market of the Czech Republic, to address the problems that they are facing and to come to a conclusion about the future progress of this sector. The paper consists of four chapters. The first chapter describes the evolution of credit unions from their origin in the mid-19th century up to the present. The second chapter focuses on legal definition of credit union and description of the current conditions in the sector. The current problems of credit unions, mainly the moral hazard of depositors and bad quality of provided loans, form the subject of the third chapter. The last chapter is devoted to measures adopted by the Act No. 333/2014 Coll., the latest amendment of the Act on Credit unions. Applied methods are interpretation of Czech legislation, analysis of historical sources and interpretation of statistical data. The main contribution of the thesis is identification of the current issues of credit unions in the Czech Republic and discussion of potential ways to resolve these problems.
