Tradition and the Current State of Czech-Austrian Relations

Abstract:

Diplomová práce je zaměřena na tradici a současnost vývoje zejména politické a státoprávní roviny česko-rakouských, resp. československo-rakouských vztahů. Jejím základním cílem je na pozadí historického vývoje bilaterální vztahové relace a české, resp. rakouské státnosti identifikovat hlavní specifika a formující faktory těchto vztahů a určit, zda a do jaké míry se minulost a tradice promítají do současných vztahů. Z těchto hledisek je práce chronologicky a věcně členěna dle jednotlivých formativních období česko-rakouských vztahů. V tomto kontextu analyzuje jejich vývoj v dílčích časových úsecích, které jsou vymezeny zásadními politickými nebo státoprávními událostmi. První kapitola práce je věnována tradici česko-rakouských vztahů od středověku až do první světové války a tvoří klíčovou základnu pro postižení východisek jejich podoby ve 20. a 21. století. Předmětem druhé a třetí kapitoly je zejména vývoj bilaterálních vztahů od vzniku Československé republiky a Rakouska jako nástupnických států Rakouska-Uherska až do roku 1989. Obě kapitoly tak zahrnují analýzu československo-rakouských vztahů v období charakterizovaném zásadními událostmi, jimiž byla zejména druhá světová válka, komunistický puč v Československu a smluvně garantovaný neutrální status Rakouska a přinášejí tak cenné komparativní postižení rozdílných pozic obou států v meziválečném a bipolárním období. Prioritou čtvrté a závěrečné kapitoly je vyhodnocení vzájemné vztahové relace po roce 1993 až do současnosti. Kapitola tak přináší analýzu aktuální úrovně česko-rakouských vztahů, především v rovině politické a státoprávní s dílčím přesahem i do oblasti ekonomické a kulturní; komparativně postihuje rovněž shodné akcenty i odlišnosti v politických pozicích obou států k profilovým tématům evropské i světové politiky.

Abstract:

The thesis is focused on the tradition and the current state of the political level of Czech-Austrian or Czechoslovak-Austrian relations. The aim of the thesis is to identify the main specifics and formative factors of these relations against the background of the historical development of bilateral relations and Czech and Austrian statehood and to determine whether and to what extent the past and tradition are reflected in the current relations. From these perspectives, the thesis is chronologically and substantively structured according to the individual formative periods of Czech-Austrian relations, within which it analyses their development in sub-periods. The first chapter of the thesis is devoted to the tradition of Czech-Austrian relations from the Middle Ages until the First World War and is crucial for the identification of the basis for their shape in the 20th and 21st centuries. The second and third chapters of the thesis deal with the development of bilateral relations from the establishment of the Czechoslovak Republic, through the Second World War, the communist coup in Czechoslovakia and Austria's neutrality until 1989; therefore, providing a valuable comparative account of the different positions of Czechoslovakia and Austria in the interwar and bipolar periods. The fourth and final chapter focuses on the post-1993 period of relations between the Czech Republic and Austria and thus provides an analysis of the current form of Czech-Austrian relations, i.e. on the political level, but also partly on the economic and cultural level. Moreover, the chapter also assesses the political positions of the Czech Republic and Austria on selected current issues of European and world politics.
