Abstract:

Diplomová práce na téma Projekt implementace cost-benefit analýzy v obci Oldřichovice si dala za cíl analyzovat finanční situaci obce a analyzovat již realizované investiční projekty pomocí cost-benefit analýzy a na základě výsledků vyhodnotit efektivnost vynaložených veřejných prostředků. Teoretická část se blíže zabývá municipálními firmami, mezi které patří obce, hospodařením obcí a specifickým účetnictvím obcí. Dále se zde rozebírá finanční analýza a jednotlivé její ukazatele a nákladově užitkové metody. Praktická část obsahuje finanční analýzu účetních výkazů obce a cost-benefit analýzu již realizovaných investičních projektů v obci. Stěžejní částí práce je projekt, který se zabývá zavedením cost-benefit analýzy na plánovaný investiční projekt Výstavba čističky odpadních vod v obci Oldřichovice a jsou zde taky zahrnuta možná rizika projektu a možnosti eliminace těchto rizik. Důležitým výstupem práce je stručná metodika implementace cost-benefit analýzy na budoucí investiční projekty, která má obci sloužit jako vzor a případná pomoc v realizování cost-benefit analýzy.

Abstract:

This diploma thesis entitled The project of the implementation cost-benefit analysis in Oldřichovice deals with analyze the financial situation of the municipality and analyze already realized investment projects using cost-benefit analysis and based on the results to evaluate the effectiveness of spending public resources. The theoretical part handles municipal companies, among which belong municipalities, economy of municipalities and specific accounting of municipalities. Further the theoretical part concerns financial analysis and its indicators and cost-utility methods. The practical part contains financial analysis of financial statements of the municipality and the cost-benefit analysis of the implemented investment projects in the municipality. The determinative part of the thesis is a project that deals with the implementation of cost-benefit analysis of the planned investment project Construction of a waste-water treatment plant in Oldřichovice and the project includes risks and possibilities of eliminating these risks. An important result of this thesis is the short methodology of implementation cost-benefit analysis for future investment projects, which serves to the municipality as a model and possible assistance in realizing the cost-benefit analysis.
