Service management and information technology in civil service, possibilities of implementation standards with a focus on ISO 20000 - IT Service Management standard

Abstract:

Tato diplomová práce se zabývá implementací normy "ISO/IEC 20000 - management služeb informačních technologií" v organizaci státní správy. Na příkladu celní správy demonstruje proces zavádění od analýzy až po uvedení do praxe. Teoretická část stručně charakterizuje veřejnou správu a podrobněji seznamuje s vývojem infrastruktury informačního systému celní správy a s vlastní normou ISO/IEC 20000. Praktická část práce seznamuje s výsledky analýzy prostředí infrastruktury informačního systému celní správy a s analýzou procesů. Na příkladu jednoho z procesů je demonstrován praktický postup analýzy, stanovení kritických míst a popis řešení pro dosažení shody s normou. V práci jsou definována doporučení, na která je třeba se zaměřit z hlediska certifikace ISO/IEC 20000. Poslední část práce shrnuje poznatky z implementace normy a přínos, který zavádění normy v organizacích veřejné správy může přinést.

Abstract:

This thesis deals with the implementation of the "ISO/IEC 20000 - Information technology service management" standard in the environment of state administration. Using the example of customs administration, the thesis demonstrates the implementation process from analysis stage through to practice stage. The theoretical section briefly describes how the state administration works and introduces in detail the development of an information system infrastructure of customs administration and its own ISO/IEC 20000 standard. The practical part presents the results of a customs administration information system infrastructure analysis and processes analysis. The practical implementation of the analysis is demonstrated using an example of one of the processes, the determination of critical points and the description of the solutions that lead to compliance with the standard. The thesis describes recommendations that are to be followed in order to achieve the certification of ISO/IEC 20000 standard. The final part of the thesis summarises the results from the implementation of the standard and describes the contribution that implementation of standards in public sector organisations can bring.
