Resilience of the armed forces to hybrid threats

Abstract:

Diplomová práce se zabývá hybridními hrozbami, které se po vypuknutí ukrajinské krize a vyhlášení samozvaného Islámského státu staly bezpečnostním fenoménem současnosti. Hybridnímu působení různých aktérů na území České republiky jsou v podobě dezinformačních kampaní a aktivit zpravodajských služeb cizí moci vystaveni také příslušníci ozbrojených sil České republiky, kteří mají tvořit společně s bezpečnostními sbory páteř bezpečnostního systému České republiky. Diplomová práce představuje stávající systém prevence hybridního působení vůči ozbrojeným silám a analyzuje hybridním hrozbám se věnující nově vzniklé dokumenty vytvořené na základě auditu národní bezpečnosti z roku 2016, a to konkrétně národní strategii pro čelení hybridnímu působení a z ní vyplývající akční plán. Na základě zjištěných poznatků poté přináší návrh opatření k implementaci v rámci ozbrojených sil vedoucích ke zvýšení jejich odolnosti vůči hybridnímu působení a odpovídá na otázku, jaká je současná odolnost ozbrojených sil vůči hybridnímu působení.

Abstract:

The diploma thesis deals with hybrid threats, which after the outbreak of the Ukrainian crisis and the declaration of the self-proclaimed Islamic State, have become a current security phenomenon. Members of the armed forces of the Czech Republic, who together with the security forces are supposed to form the backbone of the security system of the Czech Republic, are also exposed to the hybrid interference of various actors on the territory of the Czech Republic in the form of disinformation campaigns and activities of intelligence services of foreign powers. The diploma thesis presents the existing system of prevention of hybrid interference against the armed forces and analyzes newly created documents dealing with hybrid threats created on the basis of the national security audit from 2016, namely the national strategy for countering hybrid interference and the resulting action plan. Based on the findings, it then presents a proposal for measures to be implemented within the armed forces leading to an increase in their resilience to hybrid interference and answers the question of what the current resilience of the armed forces is to hybrid interference.
