The evolution of the public administration on the territory annexed by the Germany in 1938

Abstract:

Cílem předkládané práce je provést analýzu formování veřejné správy v Říšské župě Sudety. Jedná se o správní jednotku, jejíž území skoro 7 let tvořila část bývalého Československa, která po Mnichovské dohodě připadla k Německu. Ukončení činnosti československých správních institucí dávala Adolfu Hitlerovi neobyčejnou možnost celou župní veřejnou správu vystavět úplně od začátku a vytvořit tak vzorovou župu (tzv. Mustergau), podle které měla fungovat veřejná správa v celém Německu. Pozornost je také samozřejmě věnována důsledkům mnichovské dohody a následné vojenské správě nově nabytého župního území. Práce postihuje významnost vlivu NSDAP na chod župní veřejné správy. Jak odlišné byly župní systémy státní správy a samosprávy je také jedním z cílů této práce. Práce především zaměří pozornost na uplatnění německých pracovníků veřejné správy pocházejících ze „Sudet“ i jejich kolegů pocházejících ze „staré“ Říše. Stranou nezůstanou také instituce jako např. bezpečnostní složky a soudy. Zmíněna je i otázka katolické církevní správy.

Abstract:

The aim of this thesis is to analyze the formation of public administration in the Imperial County Sudetenland. This is an administrative unit whose territory formed part of former Czechoslovakia for nearly 7 years and which fell to Germany after the Munich Agreement. The termination of activity of Czechoslovak administrative institutions gave Adolf Hitler an extraordinary opportunity to build all county public administrative from scratch and create a model county (called Mustergau) according which public administration should operate throughout Germany. The attention is also given to the consequences, the Munich Agreement and subsequent military administration of the newly acquired territory of the district. The thesis shows the significance of the influence of the NSDAP for the operation of county government. How different the county systems of state and local governments is also an objective of this work. The thesis will mainly focus on the application of German civil servants coming from " the Sudetenland" and their colleagues from the "old" nazi Empire. Neither the information of the institutions such as the security forces and courts will not be left out. The question of Catholic church government is mentioned too.
