Abstract:

Tato práce je zaměřena na analýzu financování sportu v ČR z veřejných rozpočtů v období mezi roky 2005-2014. Jsou zde popsány legislativní změny, které zasáhly do možností financování sportu, konkrétně je kladen důraz na novelizaci zákona č. 202/1990 Sb., o loteriích a jiných podobných hrách. V rámci analýzy jsou jednotlivě i v kontextu se změnou legislativy zkoumány výdaje státního rozpočtu, loterijních společností a výdaje samospráv do oblasti sportu a tělovýchovy. Rozpočty obcí jako nejvýznamnějšího z těchto zdrojů, jsou na vybraném vzorku podrobeny detailnímu rozboru. Zkoumány jsou celkové výdaje na sport v absolutní výši, dále jejich poměr vůči celkovým výdajům. S ohledem na hypotézu práce je důležitý podíl výdajů na sport vůči příjmům z hazardní a loterijní činnosti. V období 2005-2014 u sledovaného vzorku obcí je zjištěno, že u 88,2 % z těch obcí, kde existovaly příjmy z hazardu i před r. 2012 se po novele zákona snížil poměr mezi příjmy z hazardu a poskytovanou podporou sportu. Nedochází tedy k přerozdělování těchto příjmů ve prospěch oblasti sportu. Práce přináší aktuální vhled do problematiky financování sportu v kontextu zásadní legislativní úpravy a jejích důsledků.

Abstract:

Thesis is focused on the analysis of the financing of sport in the Czech Republic from public resources in the period between 2005-2014. It describes the legislative changes that have influenced the sport financing options specifically emphasis is on the amendment to Act no. 202/1990., On lotteries and other similar games. Expenditures of the state budget, lottery companies and government spending on sport and physical education are analyzed individually as well in the context of the change in legislation. Municipal budgets are the most important of public resources. Selected sample is subjected to detailed analysis, examines the total expenditure on sport in absolute terms, as well as their share on total expenditure. With regard to the hypothesis of the work ratio of spending on sport on income from gambling and lotteries is important. In the period 2005-2014 for the sample of municipalities was found that in 88.2 % of them, where income from gambling existed before r. 2012, after the amendment of the law reduced the ratio between income from gambling and providing support to the sport. Therefore there is no redistribution of income in favor of sport and physical education. Thesis presents actual insight into funding of sport in the context of legislation changes and its implications.
