Security Relations of Afghanistan with Its Neighbours

Abstract:

Disertační práce analyzuje s využitím konceptuálního aparátu Kodaňské školy bezpečnostních studií vztahy Afghánistánu s jeho sousedními státy v pěti sektorech bezpečnosti v období od pádu vlády Tálibánu v roce 2001 po ukončení mise ISAF ke konci roku 2014; klasifikuje je prostřednictvím vlastní typologie vztahů dle míry kooperace a konfliktu; a zjišťuje s ohledem na předpoklady teorie komplexní vzájemné závislosti, zda typ vztahu ve vojenském sektoru určoval charakter vztahů v jiných sektorech a zda v regionu převládala v bezpečnostních sektorech kooperace či konflikt. Výstupy analýzy ukazují, že byly interakce mezi Afghánistánem a sousedy v jednotlivých sektorech bezpečnosti ve sledovaném období různé a typ vztahu ve vojenském sektoru tedy neurčoval charakter vztahů v ostatních sektorech. Existence hierarchie záležitostí v agendě mezinárodních vztahů s dominantním vlivem vojenského sektoru tedy prokázána nebyla. Nejkonfliktnější sektor představovala ve vztazích Afghánistánu s jeho sousedy vojenská bezpečnost, zatímco ekonomický sektor byl oblastí s největší mírou spolupráce. Nakonec lze konstatovat, že i v tak bezpečnostně komplikované oblasti, jako jsou vztahy Afghánistánu s jeho sousedními státy, převládala ve zkoumaném období spolupráce nad konfliktem.

Abstract:

This dissertation thesis analyses the relations of Afghanistan with its neighbouring states in the five sectors of security in the period since the fall of the Taleban regime in 2001 until the conclusion of the ISAF mission at the end of 2014, using the conceptual apparatus of the Copenhagen school of security studies; it classifies these relations through the author’s own typology of relations according to their inherent degree of cooperation and conflict; as well as trying to find out, with regard to the theoretical assumptions of the theory of complex interdependence, whether the type of relationship in the military sector determined the nature of relations in other sectors and whether there was more cooperation or conflict in the security sectors within the region. The results of the analysis show that the relations between Afghanistan and its neighbours were diverse in various sectors of security and therefore the nature of relations in these sectors was not independently determined by the type of relationship in the military sector. The existence of a hierarchy of issues in the international relations agenda with the dominant influence being that of the military sector was thus not proven. The most conflicted sector in the relations of Afghanistan and its neighbours was the military sector, while the most cooperative sector was the economic sector. Finally, even in such a complicated subject area as the relations of Afghanistan with its neighbouring states, cooperation prevailed over conflict in the security sectors within the region during the examined period.
