The Effect of the Number of Bidders in Public Tenders on the Resulting Price

Abstract:

Práce zkoumá vztah mezi počtem uchazečů ve veřejných zakázkách v České republice a jejich výslednou cenou. V práci je také uveden dosavadní výzkum v oblasti zkoumání tohoto vztahu. Data vycházejí z Věstníku veřejných zakázek a získána byla vlastním skriptem, který je v práci odkazován. V sestaveném datovém souboru o velikosti desítek tisíc zakázek pomocí lineární regrese nachází většinou snížení ceny v řádu jednotek procent při přidání dodatečného účastníka v rozsahu 1 až 7 soutěžících. Zejména se ukazuje rozdíl mezi 1 a 2 uchazeči (cca 5%) a vztah se také zdá platný i pro počet účastníků větší než 3. Další vlastnost tohoto vztahu je, že vysvětluje jen minimální variabilitu v ceně zakázky a zůstává tak otevřen prostor pro další výzkum. Analýza dat je provedena v jazyce Python a je v práci zpřístupněna k použití. Použité zdrojové kódy a sesbíraná data jsou také zveřejněny pro další použití a práce zmiňuje řadu způsobů, jakými lze ve výzkumu pokračovat.

Abstract:

The thesis examines the relationship between the number of bidders in public procurement in the Czech Republic and the resulting price. The thesis also presents existing research in the field of this relationship. The data are based on the Czech information system for public procurement (Věstník veřejných zakázek) and were obtained with our own script, which is referenced in the thesis. In the constructed dataset of tens of thousands of contracts, using linear regression, we find mostly price reductions in the order of percent units when adding an additional bidder in the range of 1 to 7 competitors. In particular, it shows a difference between 1 and 2 bidders (about 5%), and the relationship also seems valid for a number of bidders larger than 3. Another feature of this relationship is that it explains only minimal variation in contract price, leaving room for further research. The data analysis is done in Python and is made available for use in the thesis. The created source code and collected data are also published for further use and the thesis mentions a number of ways in which the research can be continued.
