Fiscal relations of differetn stages of Public Finance Administration

Abstract:

Práce se zabývá rozborem fiskálních vztahů mezi jednotlivými úrovněmi správy veřejných financí v České republice v současnosti. Práce je rozdělena do 3 částí. První část práce se zabývá historickým pohledem na vývoj systémů veřejné správy, historickým vývojem zdaňování a financování. Dále se zabývá zásadami pro přerozdělování veřejných příjmů, daňovým určením a dalšími funkcemi veřejných financí. Práce se dále zabývá uspořádáním veřejné správy v České republice v současnosti, uspořádáním rozpočtové soustavy a pravidly pro sestavování veřejných rozpočtů. Aplikační část diplomové práce se zabývá současným stavem sestavování a financování veřejných rozpočtů. Zvláštní pozornost je věnována příjmům veřejných rozpočtů vycházejících z rozpočtového určení daní a náhodným vlivům, které na příjmy obcí měly změny některých (daňových a rozpočtových) zákonů. Na základě zjištění jsou navrhnuty postupy, které by měly vést ke zlepšení nedostatků uvedených v diplomové práci. V závěru samotné práce jsou shrnuty získané poznatky včetně návrhu možného postupu vhodného opatření směřující k pozitivní změně současného stavu.

Abstract:

This Diploma work deals with the current analysis of fiscal relations between levels of public finance in the Czech republic. The work is divided into three main parts. The first part focuses on historical look at the development of public administration and the historical development of taxation and finance. Further on it deals with the redistribution of public finance, tax revenues and other functions of public finance. This work also deals with the structure of public administration in the Czech republic, the structure of budgetary system and the rules for drawing up public budgets. Application of this diploma work deals with the current state of compilation and financing of public budgets. Particular attention is paid to the revenues of public budgets based on budget destination and to random effects which caused some changes in the revenues of municipalities (eg. changes in some tax and budget laws). Based on the findings there are some proposed procedures which should lead to improving those shortcomings mentioned in this diploma work. The obtained facts are summarized at the end of the work, including the proposal for a possible procedure for an appropriate action towards positive change in the status quo.
