The issue of employment of people with the criminal past

Abstract:

Cílem bakalářské práce je zjistit a vyhodnotit, zda jsou podnikatelské subjekty okresu Louny schopny a ochotny, za jakých podmínek, a či nikoliv, zaměstnávat osoby s trestní minulostí, včetně finančního příspěvku od úřadu práce. Teoretická část obsahuje a pracuje s tématem na základě dostupných poznatků z oblasti problematiky zaměstnanosti, sociální politiky a jejích nástrojů, a také na roli a vztahu probační a mediační služby. Akcentuje především zaměstnatelnost osob s trestní minulostí. To vše sleduje z hlediska terminologie, definic a vztahů. Vše je podloženo a opírá se o legislativu platnou v ČR, zejména v oblasti sociální a probačně mediační a jejich vzájemné provázanosti při práci a resocializaci osob s trestní minulostí. Roli a významu mediační a probační služby se věnuje samostatná třetí kapitola práce. Sleduje také zkušenosti ze součinnosti Úřadu práce v Lounech a PMS. Výzkumná část práce zjišťuje ochotu, schopnosti zaměstnávat osoby s trestní minulostí, a také aspekty finanční podpory zaměstnavatelských subjektů v Lounech, Žatci a Podbořanech. Přitom bylo zjištěno, že převažují zaměstnavatelé v Lounech, Žatci i Podbořanech, kteří jsou ochotni osoby s trestní minulostí zaměstnat. Ukazuje se, že převažuje ekonomický aspekt ochoty k jejich zaměstnávání, protože subjekty tak realizují především své podnikatelské zájmy. Možnosti finanční podpory jsou zaměstnavatelům známy, oceňují v tomto smyslu koordinaci s ÚP, využívají tuto podporu, ale zdaleka ne všichni při zaměstnávání osob s trestní minulostí.

Abstract:

This bachelor thesis (BA thesis) is to find answers and ratings whether they are business entities of the district Louny capable and willing, under what conditions, or not to employ persons with criminal past, including the financial contribution from the labor office. The theoretical part contains and it works with the theme based on the available knowledge in the field of employment issues, social policy and its instruments, as well as the role and relationship of the Probation and Mediation Service. BA thesis stresses the employability of people with the criminal past mainly. This is particularly important of terminology, definitions and relationships. BA thesis is supported and relies on legislation applicable in the Czech Republic, especially in the social and the probation and the mediation and their interconnections at work and the social rehabilitation of persons with the criminal past. The role and importance of the Probation and Mediation Service is covered by a separate in the third chapter of the BA thesis. It also explores experience of the cooperation of Labour Office in the district of Louny and the Probation and Mediation Service. The research part of the thesis investigates the willingness, ability to employ the people with criminal past, as well as aspects of the financial support to the employers' of organizations in Louny, Žatec and Podbořany. It was found that the preponderance of the employers willing to employ the people with criminal past. It turns out that the economic aspect outweighs to employ the people with criminal past, because businesses realize their particular business interests mainly. The possibilities of financial support are known for entities, they appreciate the coordination with labor office, they use this support, but not all in the employment of persons with criminal past.
