Municipalities debt in the Liberec Region and the adjacent border of Germany and Poland

Abstract:

Tato závěrečná práce se zabývá poměrně netradičně vývojem financování a zadluženosti územně samosprávných celků v Libereckém kraji v letech 2001 - 2011. Práce sleduje možné příčiny a důsledky zadlužení v návaznosti na jejich příjmy a výdaje. Mimo jiné jsou naznačeny možné vlivy komunálních zastupitelstev na zadluženost jednotlivých obcí. Detailně je zkoumána rozpočtová skladba obcí ve vztahu k rozvoji daného prostoru na lokální i regionální úrovni. Nemalá pozornost je věnována vývoji a dlouhodobému dilematu v oblasti přerozdělování finančních prostředků obcím a návrhu pro lepší model přibližující se více skutečné realitě. Na příkladu tří obcí jsou detailněji rozebrány jejich dluhy. Součástí práce je i porovnání stavu zadluženosti obcí v regionu tvz. Trojzemí, který byl pro potřeby práce vymezen okresy Görlitz (Německo), Zgorzełec (Polsko) a Libereckým krajem (Česká republika). Jelikož došlo ke sjednocení vykazování dluhů v prostoru Evropské unie teprve nedávno, jsou zde srovnávány hrubé dluhy obcí pouze za rok 2010 a 2011.

Abstract:

This study deals with the development of financing and indebtedness of municipalities in the Liberec Region in 2001 - 2011. The thesis focuses on the possible causes and consequences of debt in relation to their income and expenses. There are indicated possible effects of municipal councils to their debts. The next part of the paper examines the budget structure of municipalities in relation to the development of the space at the local and regional level in detail. A significant attention is paid to the development of a long-term dilemma in the allocation of funds to municipalities and to draft for a better model which is closer to reality. On a sample of three municipalities are discussed their debts in detail. Part of the work focuses on comparing the indebtedness of municipalities in the Tri-Nation Region. For the needs of the thesis this region was divided into districts Görlitz (Germany), Zgorzełec (Poland) and the Liberec Region (Czech Republic). Since the unification of reporting debts in the European Union area was appointed only recently, municipal debts are compared only for years 2010 and 2011.
