Abstract:

Obsahem této diplomové práce je v teoretické části popsat volební proces u voleb do zastupitelstev obcí. Obce, jejich území a občané jsou základními samosprávnými územními jednotkami našeho státu. Obce prostřednictvím svých orgánů (tj. zastupitelstvo obce, rada obce, starosta, obecní úřad a další zvláštní orgány obce) provádějí samosprávu a svěřenou státní správu. Nejdůležitějším orgánem obce je zastupitelstvo obce, které je složeno ze členů zastupitelstva obce. Jednou za čtyři roky se konají do zastupitelstev obcí volby. Volby jsou pro demokracii a celou společnost nezbytným prvkem a jsou jedním z nejdůležitějších rozhodnutí občanů, kterými volí své zástupce, na něž přenášejí svou pravomoc. Pro volby do zastupitelstev obcí se zřizují volební orgány, které řídí přípravu, průběh a konání těchto voleb. Volební strany registrují seznamy svých kandidátů registračnímu úřadu, který zajišťuje tisk hlasovacích lístků doručením voličům. Občané při volbách vhazují své hlasovací lístky do uren ve volebních místnostech v příslušném volebním obvodu. Po vyhodnocení volebních výsledků jsou vyhlášeny a zveřejněny konečné výsledky. V praktické části se práce zaměřuje na konkrétní výsledky voleb do zastupitelstev obcí ve městě Karlovy Vary v roce 2018 a zaměřuje se také na volební kampaň, která se v té době vedla, a pro lepší pochopení výsledků voleb taktéž analýze volebních programů jednotlivých stran zastoupených v zastupitelstvu tohoto města, kdy je zjišťováno, které body programu byly již naplněny. Závěr práce shrnuje všechny dosažené výsledky.

Abstract:

The content of this diploma thesis in the theoretical part is to describe the electoral process of election to municipal councils. Municipalities, its territories and citizens are the basic self-governing territorial units of our state. Municipalities do administration through its authorities (it means municipal councils, mayor, municipal office and other special municipal authorities) and realize self-government and entrusted state administration. The most important authority is the municipal council that consists of members of the municipal council. Every four years the elections are held to municipal councils. Elections are an essencial element for democracy and society and are one of the most important decisions of citizens that are used for election of representatives to whom they delegate their authority. The election authorities are established for elections to municipal councils to manage the preparation and election process. The parties register lists of their candidates with registration office. Registration office is responsible for the printing of voting tickets and delivering them to the voters. Citizens throw these voting tickets to the boxes in the voting station in the relevant constituency. The final results are announced and published after the election results are evaluated. The practical part of diploma thesis is focused on the results of elections to municipal councils in the Karlovy Vary in 2018 and is also focused on election campaign that was held in this time. For the better understanding of election results, this thesis also analysis the election programs of parties represented in the municipal council of Karlovy Vary and also analyses which program objectives have been already realized. All results are summarized at the end of this thesis.
