The thesis deals with cards of handicapped persons according to the law number 329/2011 of the digest, about providing of rates to handicapped persons. It contains the complex analyse of juridical improvement of cards of handicapped persons, of advantages provided on their basis and social rates that are mobility allowances, care allowances and allowance to special aid.
