Indebtedness of the United States of America in the context of fiscal and monetary dominance

Abstract:

Diplomová práce se zabývá posouzením fiskální situace federální vlády Spojených států amerických, růstem zadlužení a projekcí amerického Ministerstva financí o rovnováze mezi výnosy a náklady do roku 2094. Práce popisuje také podmínky solventnosti a udržitelnosti vládního zadlužení spolu s dlužnickou pozicí Spojených států na mezinárodním poli. Toto posouzení se děje v kontextu analýzy interakcí mezi fiskálními a měnovými autoritami, potažmo jejich politikami a analýzy nezávislosti centrální banky. V práci jsou ukázány historické příklady změn mezi režimy monetární a fiskální dominance, stejně tak příklady zemí, které se ocitly v tak významných dluhových problémech, že tyto vyústily až v dluhové krize, a jsou hledány paralely mezi tímto historickým a dnešním vývojem. To všechno pro zhodnocení možnosti nástupu fiskální dominance ve Spojených státech amerických, který by znamenal omezení, nebo ztrátu nezávislosti americké centrální banky a s tím spojené změny v její měnové politice.

Abstract:

The diploma thesis deals with the assessment of the fiscal situation of the federal government of the United States of America, the debt growth, and the US Treasury Department's projection of the balance between revenues and costs until 2094. The thesis also describes conditions of solvency and sustainability of government debt and the United States' international net debtor position. The assessment is made in the context of analysis of interactions between fiscal and monetary authorities, their policies, and analysis of the central bank's independence. The thesis mentions historical examples of changes between regimes of monetary and fiscal dominance, as well as examples of countries that have found themselves in significant debt problems, which resulted in debt crises. Parallels are then sought between these historical and today's developments. All this to evaluate the possibility of an onset of fiscal dominance in the United States, which would mean a reduction or loss of independence of the US central bank and subsequent changes in its monetary policy.
