The impact of quantitative variables of public procurement bids on final price in the construction industry

Abstract:

Tato bakalářská práce pojednává o veřejných zakázkách a parametrech, které ovlivňují výši jejich konečné ceny. Hlavním cílem práce je pomocí regresní analýzy zhodnotit vliv jednotlivých faktorů na základě reálných dat získaných za období mezi roky 2012-2016. Tato data se týkají pouze veřejných zakázek ve stavebním sektoru, kde jsou veřejnými zadavateli města a obce na území Pardubického kraje a kraje Vysočina. Hlavním datovým zdrojem byl Informační systém o veřejných zakázkách a jednotlivé profily veřejných zadavatelů. Práce se skládá ze čtyř částí. První část definuje veřejné zakázky, jejich typy a druhy zadávacích řízení. Druhá kapitola se zabývá současným trhem veřejných zakázek v Evropské unii a na území České republiky. V třetí části jsou představeny jednotlivé faktory, které mají vliv na konečnou cenu a ve čtvrté kapitole jsou tyto předpoklady ověřovány na základě vícerozměrné regresní analýzy.

Abstract:

This thesis deals with public contracts and the factors that affect their final price. The main goal of this thesis is to evaluate the influence of each indicator using regression analysis that utilizes real data gathered during the period between the years 2012-2016. This data contains information about public procurement in the construction industry, where the public contracting authorities are the cities and municipalities in the Pardubice and the Vysočina region. The main data sources used in the analysis are the Information System of Public Contracts and the platform for the public contracting authorities. This thesis is divided into four chapters. The first chapter defines public contracts, their categories and the types of public procurement processes. The second chapter analyses the current public procurement market in the European Union and in the Czech Republic. The third chapter discusses the potential indicators that influence the final price and in the last chapter, these indicators are verified by multiple regression models.
