Abstract:

Předkládaná diplomová práce pojednává o konceptu R2P (Responsibility to Protect), který je uplatňován ze strany OSN ve státech, které nejsou schopny zajistit bezpečí pro vlastní obyvatelstvo. Měl by být mezinárodním společenstvím využit v případech, kdy dochází k významnému porušování lidských práv. Jedním ze států, kde byl tento koncept uplatněn, je Libye. Práce pojednává jak o samotném konceptu, jeho vývoji, teoretickém vymezení a přístupu mezinárodního společenství, tak o historicko-politické situaci v Libyi, občanské válce a zásahu OSN v roce 2011. Cílem práce je představit situaci v Libyi, jež vedla mezinárodní společenství k narušení suverenity státu. Dalším cílem je na případu Libye provedení evaluace jednotlivých pilířů konceptu R2P a zhodnocení, zda představuje R2P účinný mechanismus pro zajištění bezpečí obyvatel v krizových situacích.

Abstract:

The presented diploma thesis deals with the concept of R2P (Responsibility to Protect), which is applied by the UN in countries that are unable to ensure security for their own populations. The international community should use it in cases of significant human rights violations. One of the countries where this concept has been applied is Libya. The thesis deals with the concept, its development, theoretical definition and approach of the international community, as well as the historical and political situation in Libya, the civil war and the UN intervention in 2011. The aim is to present the situation in Libya that led the international community to violate state. Another goal in the case of Libya is to evaluate the individual pillars of the R2P concept and assess whether R2P is an effective mechanism for ensuring the safety of the population in crisis situations.
