Banking Union of the European Union - current state

Abstract:

Diplomová práce se zabývá návrhem na vytvoření bankovní unie, což je podstatným způsobem ovlivněno vývojem integrace evropských států v oblasti bankovnictví a mezinárodní finanční stability po druhé světové válce. Dá se říct, že již založením Evropského společenství uhlí a oceli směřovaly evropské země k vytvoření Evropské unie. Byly přijaty významné smlouvy, které pozitivně ovlivnily hospodářský i ekonomický vývoj evropských zemí. V zájmu upevnění finanční stability a vyššího stupně koordinace dohledu nad bankovními operacemi zejména po finanční krizi 2007 došlo ke zpřísnění regulace a dohledu na finančních trzích, a to jak v jednotlivých zemích, tak v Evropské unii jako celku. Logicky pak vývoj a přijatá opatření v této oblasti vedly ke vzniku konceptu bankovní unie, jehož návrh předložila Komise EU. Členy bankovní unie mají být státy eurozóny, další členské země EU se na smluvním základě mohou připojit. Tuto práci jsem napsala v souvislosti s poměrně kritickou diskusí vedenou odbornou veřejností v členských státech EU k některým kapitolám předloženého návrhu. Cílem této práce je na základě vývojových tendencí a porovnání aktuálního stavu dojít k závěru, zda v reálně krátkém čase dojde k plné realizaci projektu založení bankovní unie v zemích eurozóny a zda lze očekávat, že bude přijat předložený návrh i ostatními členskými zeměmi EU.

Abstract:

The thesis deals with a suggestion of creating the EU banking union. This all started up and is substantially influenced by the EU trend of integration in banking and it is also an expression of the importance of international financial stability after World War II. We can say that the founding of the European Coal and Steel Community, was the first sign of direction to establishing the European Union. Because of this the European countries accepted important contracts, which positively affected the whole economic and also the economic development. There was a tougher regulation and supervision over financial markets (both in individual countries and also in the European Union as a whole), all for the purpose of strengthen financial stability and a higher degree of coordinated supervision over banking operations (the meaning of all of this increased especially after the financial crisis in 2007). Logically the developments and measures taken in this area have led to the concept of a banking union, whose proposal was submitted by the EU Commission. All states of the eurozone are supposed to be the members of the banking union and the other member states can join on a contractual basis. This thesis is written as a reaction to relatively critical expert discussions about some chapters of this suggestion, which plays a big role in each member states of EU. The aim of this thesis is to draw a conclusion if the full realization of suggestion about bank union will be real in a short time in each of EU member countries and also whether is expected that this suggestion can be accepted by the other member states of EU. All based on developing trends of each EU member countries and its current comparison.
