The Methodology of Allocating Funds from the EU Demosntrated on the Example of Specific Firm

Abstract:

Předmětem diplomové práce na téma „Metodika přidělování dotací z EU na příkladu konkrétní firmy“ je finanční podpora ze strukturálních fondů Evropské unie. Konkrétně je zaměřena na komplexní zmapování problematiky přidělování dotací z operačního programu Průmysl a podnikání, jehož hlavním cílem je zvýšení konkurenceschopnosti průmyslu a podnikatelských služeb, který se uskutečnil ve zkráceném programovém období probíhajícím v letech 2004 – 2006. Tato práce se v teoretické části zabývá mimo jiné principy čerpání prostředků z fondů EU, podmínkami předkládání a posuzování projektu, principy finančních toků a také žádostí o platbu již schválené podpory. Praktická část popisuje konkrétní firmu Beznoska s. r. o. na jejímž příkladu lze dokumentovat nutné náležitosti a podmínky, které musí daná firma splňovat, aby mohla o finanční pomoc zažádat. V práci jsou uvedeny všechny podstatné náležitosti nutné k uskutečnění platby vybrané podpory. Také je zde zhodnoceno využití dotace, jak u vybrané firmy, tak i v rámci celé České republiky.

Abstract:

The main objective of the dissertation named “The Methodology of Allocating Funds from the EU Demonstrated on the Example of Specific Firm” is financial support from the structural funds of the European Union. Specifically, it is focused on comprehensive mapping of all issues in granting subsidy from the operational programme called Industry and Business, whose main goal is to increase competitiveness of industry and business services, and which had been carried out in the shortened programme period during the years 2004 - 2006. Furthermore, the theoretical part of this paper addresses the principles of withdrawals from the EU Structural Funds, the conditions of presenting and considering projects, the principles of financial flows and payment requests of already accepted financial support. The practical part of the dissertation describes particular firm Beznoska s. r. o. in which the necessary terms and conditions for gaining the grants are presented. Moreover, the paper includes all substantial procedures required for realising the payments of accepted financial support and it evaluates the exploitation of grants not only in the specific firm but also in all of the Czech Republic.
