Consistency between international accounting standards of public administration with the Czech accounting municipalities, cities and counties

Abstract:

Abstrakt Bakalářská práce na téma Soulad mezinárodních účetních standardů veřejné správy s českým účetnictvím obcí, měst a krajů, je zaměřena na analýzu účetnictví ÚSC po reformě, komparace IPSAS s českými účetními předpisy a výběr konkrétních IPSAS a jejich srovnání s českou legislativou. Úvodní část práce se zabývá úvodem do problému veřejného sektoru, jeho definicí a vymezením účetních jednotek. Mezi ně patří územně samosprávné celky a příspěvkové organizace. Navazující kapitola se zabývá účetními předpisy v České republice, kterými se musí účetní jednotky řídit a problematikou mezinárodních účetních standardů IPSAS. Aplikační část se zaobírá vybranými mezinárodními standardy v porovnání s českou legislativou. Část práce je věnována změnám účetnictví po reformě. Problematika je vysvětlena na příkladech účetnictví příspěvkové organizace. Závěr práce je věnován shrnutí rozdílných a shodných znaků v účetních předpisech.

Abstract:

Abstract The bachelor´s work called Compliance of international accounting standards of public administration with Czech accounting of municipalities, cities and counties, is focused on the analysis of accounting of the local self – governing unit after the reform, the IPSAS in comparison with Czech accounting regulations and the selection of the IPSAS and their comparison with Czech legislation. The introductory part deals with an introduction to the issue of the public sector, its definition and specification of entities. These entities include local self-governing units and contributory organizations. The following chapter deals with the accounting rules in the Czech Republic, which have to be followed by the entities and focuses on the issue of international accounting standards IPSAS. The practical part of the bachelor´s work deals with selected international standards in comparison with the Czech legislation. A part of the work is devoted to changes in accounting after the reform. The issue is explained by way of an example of an accounting of the contributory organization. The conclusion of the work focuses on a summary of the different and same characters in the accounting rules.
