Foreigners in the Czech labour market: Are we threatened?

Abstract:

Česká republika zaznamenává v posledních letech výrazný nárůst počtu cizinců. V tomto textu si pokládáme otázku, jak na tento trend reaguje česká společnost, zejména nás zajímá, jak Češi vnímají rostoucí počet ekonomicky aktivních cizinců. Z dat výzkumu European Social Survey 2002/2003 analyzujeme odpovědi respondentů, jež se týkají jejich názorů na ekonomické dopady imigrace v ČR. Z analýzy vyplývá, že Češi se příchodu zahraničních pracovníků do ČR obávají. Vnímají cizince jako své konkurenty, kteří jim berou práci. Jsou přesvědčeni o negativním vlivu imigrace na českou ekonomiku, považují přistěhovalce za příživníky, kteří pro Českou republiku znamenají větší zátěž než přínos. Postoje české populace konfrontujeme s vybranými statistickými ukazateli, které charakterizují český trh práce z hlediska zaměstnanosti cizinců. Ze srovnání vyplývá závěr, že názory Čechů nevycházejí vždy ze správných předpokladů, řada z nás má velmi zkreslený pohled na tuto problematiku. V závěru poukazujeme na nedostatečnost vládní imigrační politiky v ČR, která nereflektuje postoje českých občanů a právě tím přispívá k jejich obavám. Na základě našich zjištění potvrzujeme naši výzkumnou hypotézu: „Obavy Čechů z příchodu zahraničních pracovníků na český pracovní trh jsou zbytečné“.

Abstract:

The Czech Republic has been faced with the considerable increase in the number of foreigners in the last few years. In this text we will ask the question, how the Czech society copes with this trend. We are especially interested in how the Czechs perceive the rising number of foreigners who participate economically in the Czech labor market. We have been analyzing the items from the database of European Social Survey 2002/2003 that are concerned with the Czechs' attitudes towards the economic impacts of immigration in the Czech Republic. As a result of the analysis, we have found out that Czechs are afraid of the arrival of foreigners. Czechs perceive them as their rivals, who will take away their jobs. Czechs are convinced of the negative impact of immigration on Czech economics, they consider the immigrants to be parasites, who burden the Czech Republic instead of bringing benefits. We have been confronting the Czechs' attitudes with statistical indicators which characterize the Czech labor market with regard to the economic participation of foreigners. Deducing from the comparison, the Czechs' opinions are not always based on true assumptions; a number of Czech people are not well informed about this topic. In the conclusion we will point out the insufficiency of the Czech governmental immigration policy, which does not reflect the opinions of Czech citizens and thus contributes to their fears. According to our findings we have verified our research hypothesis: "The Czech people are afraid of immigrants’ participation in the Czech labor market but their fears are unnecessary."
