Function of Administration of State Material Reserves in the System of Crisis Management

Abstract:

Záměrem práce je popsat funkci Správy státních hmotných rezerv v rámci krizového řízení. Práce je rozdělena do čtyř částí. V první části jsou vymezeny základní pojmy jako krizové řízení, krizové stavy, krizové plány a plány krizové připravenosti. Ve druhé části je popsána funkce Správy státních hmotných rezerv, její legislativní zakotvení, hospodářská opatření pro krizové stavy a členění hmotných rezerv. Třetí část se věnuje efektivnosti ve veřejném sektoru a metodám jejího měření. Čtvrtá část je zaměřena na hodnocení efektivnosti Správy státních hmotných rezerv. Cílem práce je pomocí klasifikační metody KAMF, kam je zařazen ukazatel autarkie, okamžité likvidity, obratu kapitálu a produktivity práce zhodnotit efektivnost Správy státních hmotných rezerv.

Abstract:

The main objective of this thesis is to describe the function of the Administration of state material reserves within the crisis management. The thesis is divided into four chapters. The rudimentary terms, such as the crisis management, state of crisis and crisis readiness plans, are defined in the first chapter. In the second chapter, I proceed to describe the main job of the Administration of state material reserves, its legislative anchoring, the economic measures for the states of crisis and the classification of material reserves. The third charter is focusing on the effectiveness in the public sector and the methods of its measurement. The effectiveness of the Administration of state material reserves is being evaluated in the fourth chapter. The aim of this thesis is to evaluate the effectiveness of the Administration of state material reserves, using the KAMF classification method, which includes the independence index, immediately quality index, and the index of capital turnover and productivity of work.
