Personalistika ve zdravotnictví: přijímání zdravotních sester v USA a ČR

Abstract:

Smyslem a cílem bakalářské práce je popsání specifik personalistiky ve zdravotnictví, především personální činnosti přijímání zdravotních sester v USA a ČR. Práce je koncipována s úmyslem představit personální procesy profese zdravotních sester: dodržování BOZP, odměňování a vzdělávání sester v návaznosti na legislativní rámec personalistiky ve zdravotnictví ČR. Záměrem je informovat o zdravotnickém systému, především o organizaci, financování a poskytování zdravotnické péče v USA a ČR. Praktické cíle práce jsou: srovnání silných a slabých stránek, příležitostí a hrozeb personalistiky v americkém a českém zdravotnictví; zjištění možností rozvoje personální péče o zdravotní sestry směrem k jejich spokojenosti; zjištění, co sestry očekávají od svého zaměstnavatele; a profilace sestry do role personalistky za účelem zjištění preferencí pro rozvoj zdravotnického týmu. V teoretické části byla použita metoda obsahové analýzy a praktická část byla postavena na SWOT analýze a kvalitativním zkoumání řízenými rozhovory. Překonání nedostatku lidských zdrojů v ošetřovatelské profesi a nespokojenosti sester je založeno na kvalitní personální péči a splnění požadavků sester. Sestry žádají autonomii a seberealizaci, lepší platové podmínky, lepší flexibilitu a organizaci práce, v USA pak také eliminaci tlaku managementu a požadavek kvality péče. Tyto požadavky jsou potvrzeny výpověďmi sester v praktické části práce. Mezilidské vztahy a péče o ně je klíčem ke spokojenosti a celkovému povznesení sesterské profese. Právě personalistika odpovídá za odezvu na požadavky sester. Přínosem této práce je analýza negativních i pozitivních vlivů ve zdravotnické personalistice a navržení možných řešení vlivů negativních za využití vlivů pozitivních.

Abstract:

The point and goal of the bachelor thesis is to describe specifications of personnel management in healthcare, especially personnel management task of nurse recruitment in the USA and the Czech Republic. Thesis is outlined with intention to introduce personnel processes in nurse profession: abiding OSH, remunerating and education of nurses whilst following the legislation of personnel management in healthcare in the Czech Republic. The purpose is to inform about healthcare system, mainly about the organization, financing and delivery of healthcare in the USA and the Czech Republic. Practical goals of the thesis are: comparison of strengths plus weaknesses, opportunities and threats of personnel management in American and Czech healthcare; research on potential development in personnel care of nurses toward their satisfaction; finding nurses’ expectations from their employers; and setting a nurse into the role of personnel manager in purpose of finding the preferences leading to development of a medical team. The theoretical approach uses the content analysis method and the practical approach is based on SWOT analysis and qualitative research by means of structured interviews. Overcoming the shortage of human resources in nursing profession and their dissatisfaction is based on quality personal care and satisfaction of nurses’ requirements. Nurses are asking for autonomy and self-realization, better wage conditions, improved flexibility and work management. In the USA nurses are also requesting elimination of management pressure and are demanding quality care. These requirements are confirmed by nurses’ testimonies in the practical part of the thesis. Interpersonal relations and the care for their quality are keys to satisfaction and all-embracing uplifting of the nursing profession. The personnel management is responsible for response to nurses’ requirements. The enrichment of this thesis is an analysis of negative and positive influences in healthcare personnel management and suggestion of possible solutions of negative impacts by utilization of positive stimuli.
