Establishment and development of Higher Vocational Schools from the 1990s to the present (in documents and implemented measures)

Abstract:

V roce 1995 byl do vzdělávací soustavy České republiky oficiálně zaveden nový typ instituce - vyšší odborná škola. Nový druh škol se měl stát poskytovatelem neuniverzitního, profesně zaměřeného terciárního vzdělávaní. Nicméně, již od počátku své existence se tento typ vzdělávaní potýkal s problémem nejasného postavení v systému. Cílem této diplomové práce je zmapovat vývoj vzdělávací politiky ČR (v koncepčních a strategických dokumentech a v realizovaných legislativních opatřeních) v otázce vyšších odborných škol, a to v období 1989 až 2020. Práce se skládá ze dvou částí. V teoretické části je definována koncepce vyšší odborné školy, popsán její vznik a zamyšlená role v systému, představeno fungování škol. Taktéž jsou zde vymezeni hlavní aktéři politik a zdůvodněno rozčlenění zkoumaného časového úseku na jednotlivé fáze. V analytické části práce se uskutečňuje historický výzkum. V rámci každé jednotlivé fáze probíhá analýza politické a společenské situace, proměn terciárního sektoru, legislativních a koncepčních dokumentů. Na závěr jsou diskutovány výsledky. Výstupem práce je autorská interpretace, jak se měnily role a postavení vyšších odborných škol (v koncepčních a strategických dokumentech a v realizovaných legislativních opatřeních) v průběhu let 1989 až 2020.

Abstract:

In 1995, higher vocational schools were officially established as a brand-new institution of the Czech education system. The new kind of school was supposed to provide non-university type of tertiary vocational study programs. Nevertheless, since the very beginning of their functioning, the higher vocational schools encountered many problems regarding their status and role within the educational system. The aim of this diploma thesis is to find out the evolution of the higher vocation schools based on the Czech Republic education policy between the years 1989-2020. The main focus will be on conceptual and strategical papers, as well as on legislative changes implemented. This diploma thesis consists of two parts. The theoretical part explains the concept of higher vocational school, describes the school establishment, its original role in the system and the way schools operate. Furthermore, the text defines the main policy actors and gives an interpretation of the time periods set for this research. The analytical part of the thesis includes historical research. There is an analysis of political and social situation, tertiary education changes, conceptual and legislative policy papers within each of the defined time periods. The research results are discussed in the conclusion part. The author’s interpretation of the higher vocational schools status and role evolution between the years 1989-2020 comprises the outcome of this diploma thesis.
