The Development of Energy Dimension of Relations between the Russian Federation and Turkmenistan in the Natural Gas Sector

Anotácia:

Práce se zabývá vztahem Ruské federace a Turkmenistánu v oblasti plynového sektoru. V první části textu je zkoumáno, jakou měl podobu tento vztah před rokem 2009, kdy je předpokládán asymetricky interdependentní charakter. Jsou zmíněny historické zkušenosti mezi aktéry a základní charakteristiky jejich plynových sektorů. Poté jsou popsány události roku 2009, z nichž nejvýznamnější je dokončení plynovodu z Turkmenistánu do Číny. Tato nová exportní trasa pro turkmenský plyn měla velké dopady na původní vztah Ruska a Turkmenistánu, a proto se třetí část práce zabývá změnami v pozicích aktérů a tím, zda stále lze nalézt energetickou interdependenci mezi Ruskem a Turkmenistánem.

Abstract:

This thesis deals with the relationship between the Russian Federation and Turkmenistan in the gas sector. The thesis consists of three main parts. In the first part the form of relationship before 2009 is examined, it is assumed that there will be asymmetrically interdependent features. Then it is mentioned the historical experience between the actors and the basic characteristics of their gas sectors. Then text describes the events of 2009, especially the completion of a gas pipeline from Turkmenistan to China. This new export route had a major impact for Turkmen gas sector and relationship with Russia, and therefore the third part deals with implications for actors and tries to find out if there is still the energy interdependence between them.
