Abstract:

Předmětem diplomové práce „Soutěžní politika a sektorová regulace“ je srovnání soutěžní po-litiky a sektorové regulace a následně určit, který z těchto režimů je vhodnější pro odvětví elek-troenergetiky. První část práce je zaměřena na regulaci – její vymezení, důvody pro regulaci a rozdílnost ex ante a ex post regulačních režimů. Dále jsou uvedeny vlastnosti a možné struk-tury síťových odvětví. Druhá část se zabývá komparací dvou vybraných zemí, které uskutečnily přechod od soutěžní politiky k sektorové regulaci a naopak. Je sledován dopad na různé indi-kátory, na jehož základě je určeno, který způsob regulace je vhodnější.

Abstract:

The goal of the submitted thesis: “Competition policy and sector-specific regulation“ is the comparison of competition policy to sector-specific regulation and to determine which of them is more appropriate for electricity sector. First part is aimed to regulation – definition, reasons for the regulation and the difference of ex ante and ex post regulatory regimes. Subsequently attributes and possible structures of network industry are introduced. The second part aims to comparison of two countries, which switched from competition policy to sector-specific regu-lation and vice versa. Impact on indicators is monitored and then it would be able to determine more suitable way of regulation.
