Full-cost model for universities

Abstract:

Předkládaná práce s názvem Model full-cost na vysokých školách se zabývá souhrnným popisem procesů v oblasti alokace nepřímých nákladů na projekt z teoretického hlediska až po popis dosavadní praxe na UJEP, potažmo univerzitách v České republice i v celé Evropě. Cílem práce je komparace implementace modelu full-cost na vysokých školách, popis a vyhodnocení probíhající implementace metodiky full-cost na Univerzitě J. E. Purkyně v Ústí nad Labem v rámci projektu Ministerstva školství, mládeže a tělovýchovy. První kapitola obecně charakterizuje model full cost, neboť je to nezbytné pro pochopení fungování a důvodů zavádění full cost modelu. Tato kapitola dále obsahuje informace o obecných základních cílech implementace full cost modelu, terminologii nákladů a Obecná pravidla v OP VaVpI. Druhá kapitola je zaměřena na zkušenosti vysokých škol s implementací metody full cost v České republice a zahraničí. Informace byly čerpány nejen z odborných publikací, ale i konferencí, prezentací a vlastních zkušeností. Poslední kapitola popisuje projekt OP VK na UJEP s názvem Full cost-UJEP a dosavadní zkušenosti a výsledky práce na modelu full cost na UJEP. Stěžejní prací při budování modelu bylo zjištění rozvrhových základen, kterými je odpracovaný čas a plocha v m2. Z provedených prací v oblasti pasportizace a personalistiky vznikla potřeba úpravy číselníků středisek. Na základě provedených změn jsem vytvořila převodový můstek, který bude dále sloužit pro interní potřeby UJEP.

Abstract:

The presented diploma thesis called Full cost model at universities deals with a comprehensive description of processes of indirect costs allocation to a project from the theoretical point of view as well as with the current praxis at UJEP, or at other universities in the Czech Republic and in Europe. The goal of the work is to compare the full cost model implementation at universities and to describe and evaluate current implementation of the full cost methods at J. E. University Purkyně in Ústí nad Labem within a Ministry of Education project. The first chapter characterizes generally the full cost model. It is necessary to understand functioning and reasons for full cost model implementation. The chapter contains also a text about basic goals of full cost model implementation, terminology of costs and General rules in the Operational programme Research for Innovation. The second chapter focuses on experience with full cost methods implementation at universities in the Czech Republic and abroad. The data come not only from expert publications but also from conferences, presentations and from personal experience. The last chapter describes a project from the Operational programme Education for Competitiveness at UJEP called Full cost UJEP. It brings personal experience with and working results from the full cost model at UJEP. The main part of the model implementation was to find out a schedule basis which is worked time and floor space in quadrat meters. Within pasportisation and personal issues the need to change account numbers has arisen. All the carried out changes represent a transfer bridge which will serve further on for internal needs at UJEP.
