Gibraltar and its influence on the British-Spanish relations

Abstract:

Tato práce se zabývá vlivem statusu Gibraltaru na vzájemné britsko-španělské vztahy. Gibraltar se stal oficiálně britským územím v roce 1713 podepsáním článku X Utrechtské smlouvy. V práci se zabývám obdobím od začátku konfliktu do roku 2010. Zkoumám, do jaké míry územní spor ovlivňuje vzájemné vztahy států pomocí analýzy historického vývoje konfliktu. Závěrem zkoumání je, že má Gibraltar silný vliv na diplomatické vztahy mezi státy. Většinu interakcí mezi Španělskem a Spojeným královstvím doprovází téma statusu Gibraltaru a jeho návrat pod španělskou suverenitu. Práce zkoumá také vliv vnitropolitického prostředí na vývoj konfliktu. Zda se tlak na přenos suverenity a napětí mezi státy liší v závislosti na politické straně, která je u moci. Výsledek výzkumu je kladný. Se změnou politické strany u moci ve Španělsku či Velké Británii přichází změna napětí konfliktu. Práce ukazuje míru vlivu OSN a Evropské unie na řešení situace. Deklarace o udělení nezávislosti kolonizovaným zemím a národům dává Španělům argumenty pro navrácení území pod španělskou suverenitou. Centralizační politika Evropské unie dala obyvatelům Gibraltaru naději na evropskou politickou unii bez státních hranic. To by problém vyřešilo, a proto drtivá většina populace hlasovala proti vystoupení Velké Británie z Evropské unie. Konflikt ovlivnily i další spory mezi zúčastněnými zeměmi, například válka o Falklandy / Malvíny nebo španělské osady Ceuta a Melilla. To naznačuje, do jaké míry Gibraltar ovlivnil zahraniční politiku států Španělska a Velké Británie. Závěrečnou otázkou je, zda existuje řešení přijatelné pro všechny strany sporu, které by ukončilo konflikt o území Gibraltaru? Velká Británie se zavázala respektovat vůli obyvatel Gibraltaru. Od Francovy blokády se Gibraltařané staví proti Španělům a španělské svrchovanosti nad územím. Pro udělení nezávislosti Gibraltaru musí Britové suverenitu nad tímto územím nejprve nabídnout Španělům. Je krajně nepravděpodobné, že by Španělé tuto nabídku odmítli. Zároveň existuje tlak ze strany OSN na dekolonizaci území. Proces dekolonizace byl již však dokončen stanoviskem Británie a Gibraltaru. Evropská politická unie je po brexitu vyloučena. Bude proto zajímavé sledovat další vývoj konfliktu mezi Španělskem a Spojeným královstvím o sporné území Gibraltaru.

Abstract:

This thesis deals with the influence of the status of Gibraltar on mutual British-Spanish relations. Gibraltar officially became British territory in 1713 with the signing of Article X of the Treaty of Utrecht. In this thesis I deal with the period from the beginning of the conflict until 2010. I examine the extent to which the territorial dispute affects the mutual relations of states using an analysis of the historical development of the conflict. My conclusion is that Gibraltar has a strong influence on diplomatic relations between states. Most interactions between states are accompanied by the topic of the status of Gibraltar and its return to Spanish sovereignty. I am also interested in the influence of the domestic political environment on the formation of the conflict. Whether the pressure to transfer sovereignty and tensions between states varies depending on the political party in power. The result of the research is positive. When the political party changes in the power of Spain or Great Britain, the tension of the conflict changes. The thesis shows the degree of influence of the United Nations and the European Union on resolving the situation. Declaration on the Granting of Independence to Colonial Countries and Peoples gives the Spaniards arguments for restoring the territory under Spanish sovereignty. The European Union's centralization policy then gave the people of Gibraltar hope for a European political union without state borders. This would solve the problem, which is why the vast majority of the population voted against the withdrawal of Great Britain from the European Union. The conflict also affected other disputes between the participating countries, such as the Falklands / Malvinas War or the Spanish exclaves of Ceuta and Melilla. This indicates the degree to which Gibraltar has influenced the foreign policy of the states of Spain and Great Britain. The final question is, is there a solution acceptable to all the parties of the dispute that would end the conflict over the territory of Gibraltar? Great Britain is committed to respecting the will of the Gibraltar people. Since Franco's blockade, they have been strongly opposed to the Spaniards and Spanish sovereignty over the territory. In order for the British to grant Gibraltar independence, they must first offer sovereignty over the territory to the Spaniards, who can hardly reject the offer. At the same time, there is pressure from the United Nations to decolonize the territory. However, the decolonization process has already been completed by the opinion of Britain and Gibraltar. The European political union is excluded after Brexit. It will therefore be interesting to see the further development of the conflict between Spain and the United Kingdom over the disputed territory.
