Alternative Punishments and Their Economic Effectiveness in Terms of Impact on Public Budgets

Abstract:

Diplomová práce pojednává o trestu domácího vězení a obecně prospěšných pracích jakožto alternativách k odnětí svobody. Jejím hlavním cílem je pokusit se odpovědět na otázku, zda díky moderním formám trestu dojde ke snížení veřejných výdajů. Za tímto účelem je provedena analýza výdajů Vězeňské služby ČR zaměřená na korelaci jednotlivých rozpočtových položek s počtem vězňů. Ta se ukázala jako statisticky významná pouze u výdajů za potraviny. Mnohé výdaje se naopak jeví jako nezávislé na počtu osob odsouzených k odnětí svobody. To při zohlednění nezbytného navýšení rozpočtu Probační a mediační služby vede k závěru, že nelze jednoznačně říci, zda alternativní tresty povedou ke snížení zátěže veřejných rozpočtů. A to i přesto, že výdaje na jejich zajištění jsou výrazně nižší, než za pobyt ve vězení. Možnou příčinu můžeme nalézt v teorii byrokracie.

Abstract:

This thesis deals with two alternatives to imprisonment -- home confinement and community service. The main goal of this work is to find the answer to question whether will be reduced public spending due to modern forms of punishment. For this purpose, an analysis of the costs of the Prison Service focused on the correlation of budget items with the number of prisoners is made. It proved to be statistically significant only in case of food expenditures. Most of the expenses do not seem to be dependent on the number of persons sentenced to imprisonment. With regard to the need of increasing the budget of the Probation and Mediation Service, it leads to the conclusion that it is not possible to say for sure whether alternative punishments will reduce the size of public budgets. Despite the fact that the costs of alternative punishments are much lower than the costs of imprisonment. Possible reasons of this can be found in the theory of bureaucracy.
