Logging in the National parks in the last decade as a significant economic dilemma of the National Park Administration

Abstract:

Instituce národního parku (NP) je synonymem zachování a ochrany přírodního bohatství, ale i odpočinku a rekreace. Z tohoto důvodu bychom měli o NP pečovat a zanechat jejich hodnotu i budoucím generacím. S ochranou přírodních zdrojů úzce souvisí systém financování NP, který závisí na legislativním ukotvení v dané společnosti. V ČR je zřizovatelem NP stát, jehož příspěvky (dotace) zcela nepokrývají hospodaření parku. Z tohoto důvodu jsou přírodní zdroje využívány Správami NP k získání dodatečných příjmů na pokrytí svých výdajů. Většina území NP je pokryta lesními porosty, jejichž těžba představuje druhou nejvyšší příjmovou položku rozpočtu parku. Cílem práce je prostřednictvím komparativní analýzy kvantitativních empirických údajů prokázat, zda dochází v NP k těžbě dřeva za účelem získávání finančních prostředků a následně k degradaci lesního ekosystému. Analýza je zaměřena jednak na provozní a finanční činnost NP, ale i na právní úpravu statusu NP a politickou situaci ovlivňující hospodaření v lesích uvnitř parku.

Abstract:

Institution of the National Park (NP) is synonymous to the protection and conservation of natural wealth, as well as the rest and recreation. For this reason we should take care of NP and leave their value for future generations. With the protection of natural resources NP funding system is closely related and depends on the legislative anchoring in a given society. In the Czech Republic, the state is the founder of NP, whose contributions (grants) do not cover the management of the park. For this reason, the natural resources are used by NP Administration to obtain additional revenue to cover its expenses. Most of the park area is covered by forests, whose logging is the second highest revenue item of the park budget. The aim of this work is through comparative analysis of quantitative empirical data to demonstrate whether there is the extraction of wood in NP for the purpose of raising funds and subsequently degraded forest ecosystem. The analysis is focused on the operational and financial activities of NP, but also on the legislation NP status and political situation affecting forest management inside the park.
