The role of the Police of the Czech republic in ensuring the safety of cities

Abstract:

Diplomová práce je zaměřena na činnost Policie České republiky v souvislosti se zajišťováním bezpečnosti a vnitřního pořádku v rámci velkých měst s odkazy na způsoby řešení protiprávních jednání a preventivních opatření v hlavním městě Praze. Úvod práce je věnován charakteristice Policie České republiky, její působnosti, plnění základních úkolů dle zákona č. 273/2008 Sb., o Policii České republiky a přiblížení služebního poměru dle zákona č. 361/2003 Sb., o služebním poměru příslušníků bezpečnostních sborů. Postup policistů při plnění úkolů a zajišťování bezpečnosti upravují jednotlivá oprávnění a povinnosti zakotvené v zákoně č. 273/2008 Sb., o Policii České republiky a stručně jsou vymezeny útvary Policie České republiky, které zajišťují ochranu majetku, osob, veřejného pořádku a jejich vzájemná součinnost. Část diplomové práce je zaměřena na spolupráci policie s ostatními soukromými i veřejnými subjekty. Teoretická část práce je přenesena do praxe popsáním protiprávních jednání, které jsou pro velké aglomerace charakteristická s uvedením počtu registrovaných protiprávních jednání a postupu řešení přestupkových jednání. Závěr práce je věnován preventivním opatřením umožňujícím omezit negativní vlivy a protiprávní jednání ve městech s ohledem na spolupráci se soukromými i veřejnými subjekty.

Abstract:

This thesis is focused on the activities of the Police of the Czech Republic in connection with ensuring security and internal organization within large cities with references to the solution of solving illegal actions and preventive measures within the city. The introduction is focused to the characteristics of the Police of the Czech Republic, its objectives, the fulfillment of basic tasks according to Act No. 273/2008 Coll., on the Police of the Czech Republic and the approach of employment according to Act No. 273/2008 Coll. 361/2003 Coll., on the employment of members of the security forces. The procedure of police officers in performing tasks and ensuring security is regulated by individual rights and obligations enshrined in Act No. 273/2008 Coll., on the Police of the Czech Republic and there are briefly defined the departments of the Police of the Czech Republic, which ensure the protection of property, persons, public order and their mutual co-operation. Part of the diploma thesis is focused on Police cooperation with private and public entities. The theoretical part of the work is transferred to practice by stating the offenses that are characteristic for large agglomerations with the number of registered infringements and the procedure for resolving misdemeanors. The conclusion of the thesis is devoted to preventive measures to reduce the negative effects and illegal actions in cities with regard to cooperation with private and public entities.
