The Impact of the Lisabon Treaty on EU Institutional Architecture

Abstract:

Evropská unie je silné politické, ekonomické a hospodářské společenství, sdružující dnes již 27 členských států. Počátky jejího vývoje se datují do 50. let minulého století, kdy vzniklo první uskupení evropských států, Společenství uhlí a oceli, jež se postupnými změnami a reformami zakládajících smluv přerodilo v Evropskou unii. Ale i toto uskupení se stále vyvíjí a pokračuje po cestě integrace dál. Aby Unie mohla plnit své úkoly efektivněji a flexibilněji, vstoupila v roce 2009 v platnost Lisabonská smlouva, která zreformovala všechny tři pilíře, na kterých Evropská unie byla doposud postavena. Tato práce se zabývá institucionální částí reformy a mapuje dopady Lisabonské smlouvy na toto uspořádání Unie. V jednotlivých kapitolách, do nichž je má práce členěna, se zabývám historií a vývojem evropské integrace až do vzniku a fungování Evropské unie v současnosti. V první polovině práce jsem se snažila zachytit nejdříve náznaky a poté počátky evropské integrace až do přirozeného vyústění ve fenomén, jakým bezesporu Evropská unie je. V druhé polovině práce se zaměřuji na změny, které Lisabonská smlouva přinesla do institucí Unie a do rozhodovacích procesů evropského práva a vyhodnocuji důsledky Lisabonské reformy v těchto oblastech.

Abstract:

The European Union is a strong political, economic and economic community, bringing together today 27 Member States. The origins date back to its development in the last century, when the first group of European countries, the European Coal and Steel Community, which successive changes and reforms founding treaties boiled over in the European Union. But this group is still evolving and continues along the path of integration further. Union to fulfill their tasks more efficiently and flexibly, came in 2009 in the Treaty of Lisbon, which has reformed the three pillars on which the European Union has so far been built. This thesis deals with the institutional part of this reform and maps_the impact of the Lisbon Treaty on the organization of the Union. The chapters into which the thesis is divided, deals with the history and development of European integration up to the establishment and functioning of the European Union at present. In the first half of my thesis I have tried to capture the first signs and then the beginnings of European integration as the natural outcome of the phenomenon, which is undoubtedly the European Union. In the second half the thesis is focused on the changes brought by the Lisbon Treaty to the EU institutions and decision-making processes of European law and evaluate the implications of the Lisbon reforms in these areas.
