The Analysis and Solution of Finding Unidentifiable Subject Situations in Soft Targets

Abstract:

Diplomová práce je zaměřena na analýzu a následné řešení situace při nálezu neidentifikovatelného předmětu v rámci měkkých cílů. V teoretické části je diskutován v první řadě právní rámec, popis krizových situací, krizového řízení a krizové plánování. Následně jsou definovány měkké cíle, možné bezpečností hrozby a formy ochrany měkkých cílů. Jsou uvedeny organizace, které zajišťují ochranu měkkých cílů a jsou podrobně popsány možnosti ochrany měkkých cílů. V teoretické části jsou dále popsána teoretická východiska analýzy rizik, kde došlo k identifikaci zdrojů nebezpečí, jsou popsány jednotlivé metody analýzy rizik. Praktická část je zaměřena na výběr vhodné metodiky pro identifikaci měkkých cílů. Na konkrétním vybraném měkkém cíli jsou identifikovány a určeny možnosti přímého ohrožení, je popsán současný stav a je zhodnoceno, zda jsou současná opatření dostatečná. Cílem diplomové práce je tedy navrhnout nová opatření a zlepšit tím ochranu měkkých cílů a zároveň zdůraznit zvýšenou potřebu jejich bezpečnosti.

Abstract:

This diploma thesis is focused on the analysis and subsequent solution of the situation in finding an unidentifiable object within the soft targets. The theoretical part discusses first of all the legal framework, description of crisis situations, crisis management and crisis planning. Subsequently, soft targets, possible security threats and forms of protection of soft targets are defined. Organizations that provide protection of soft targets are listed and the possibilities of protection of soft targets are described in detail. The theoretical part also describes the theoretical basis of risk analysis, where the sources of danger were identified, and describes the various methods of risk analysis. The practical part is focused on the selection of a suitable methodology for the identification of soft targets. On a specific selected soft target, the possibilities of direct threat are identified and determined, the current state is described and it is evaluated whether the current measures are sufficient. The aim of the diploma thesis is to propose new measures and thus improve the protection of soft targets and at the same time emphasize the increased need for their security.
