The National Culture in the Context of Public Administration (the comparison of Czech and French Culture)

Abstract:

Tato diplomová práce se snaží vyřešit otázku vlivu národní kultury na kulturu veřejné správy. Nejprve jsou v práci vymezeny jednotlivé přístupy autorů k výzkumu a identifikaci národních kultur. Následně je popsána česká a francouzská národní kultura. Ve srovnání těchto národních kultur je kladen důraz na identifikaci silných a slabých stránek kultur, stejně jako na společné a odlišné rysy kultur. Srovnání je orientováno na oblast veřejné správy jednotlivých kultur. V poslední časti práce jsou popsány osobní zkušenosti autora a získané informace z oblasti veřejné správy českého Ministerstva zdravotnictví a francouzského CPAM Ille-et-Vilaine zaměřené na management v těchto institucích.

Abstract:

This thesis resolves the influence of national culture on the culture of public administration. At first in this thesis, there is a description of several main authors and their basic theories of national cultures. Consequently, there is a description of Czech and French national cultures. In the comparison of these national cultures there is an emphasis on the identification of strong and weak sides of the cultures. The emphasis is also on the description of similarities and different charasteristics of cultures. The orientation of this comparison is put on the public administration of the cultures. At the end of the thesis there is a description of information and experience from Czech public administration (Ministry of health) and French public administration (CPAM Ille-et-Vilaine) in context with management in these institutions.
