Prevention of economic migration from Africa: Comparison of EU and PRC development assistance

Abstract:

Rozvojová pomoc je považována za klíčový nástroj prevence ekonomické migrace. Očekává se od ní zlepšení životních podmínek ve zdrojových zemích a menší zájem obyvatelstva na migraci. Cílem této práce je zhodnotit a porovnat vliv rozvojové pomoci EU a ČLR v Africe na prevenci ekonomické migrace s ohledem na specifika a odlišnosti obou donorů. V úvodní části práce jsou v první řadě teoreticky ukotveny a definovány klíčové pojmy jako ekonomická migrace a její příčiny a migrační potenciál. Následně jsou představeny koncepce rozvojových politik EU a ČLR. Pro praktickou demonstraci těchto politik je vybrána Afrika jakožto největší příjemce pomoci obou dárců. Práce řeší, kdo jsou nejvýznamnější příjemci, kolik pomoci se jim dostává a pro jaké oblasti jsou prostředky určeny. Po detailní analýze bylo zjištěno, že ačkoliv rozvojová pomoc v obou případech pomohla příjemcům nastartovat výrazný ekonomický růst, k zlepšení životní úrovně obyvatel nedošlo. Nebyly tak odstraněny motivace k migraci. Lze proto konstatovat, že není možné předcházet ekonomické migraci pouze rozvojovou pomocí.

Abstract:

Development aid is considered to be a key tool for preventing economic migration. It is expected to improve living conditions in source countries and reduce interests in migration. The aim of this thesis is to evaluate and compare the impact of EU and PRC development assistance in Africa on the prevention of economic migration, taking into account the specifics and differences of both donors. The key terms as economic migration and its causes and migration potential are theoretically anchored and defined in the first part of the thesis. Consequently, the concepts of EU and PRC development policies are presented. For practical demonstration of these policies, Africa, as the largest recipient of aid from both donors, is selected. The thesis deals with who are the most important beneficiaries, how much aid they receive and what areas the funds are intended for. After a detailed analysis, it was found that although development aid in both cases helped the beneficiaries to begin significant economic growth, there was no improvement in the standard of living of the population. Thus, the incentives to migrate are not yet removed. It can therefore be said that it is not possible to prevent economic migration only though development aid.
