Trends of the de facto states development in the context of territorial sovereignty changes

Abstract:

Disertační práce se zabývá anomáliemi současného politickogeografického prostoru, tzv. de facto státy mezi lety 2001–2018. Tyto na politické mapě světa neviditelné teritoriální politické entity, zpochybňující současný systém suverénních států, založený na principu teritoriální suverenity, se v uplynulých třech dekádách přesunuly z okraje akademického zájmu do jeho centra. Nadále je již nelze vnímat jako anomálie, ale jako charakteristické a podstatné výjimky vypovídající o povaze mezinárodního systému suverénních států, jehož jsou nedílnou součástí. Převážná část současného vědeckého poznání de facto států vychází z idiografických přístupů a vnímá je jako jedinečné a neopakovatelné. Cílem tohoto textu je přispět k pochopení de facto států v širším kontextu a identifikovat jejich typické rysy a vývojové trendy jakožto skupiny. Vzhledem k terminologickému zmatení, kterému problematika de facto států podléhá, se v prvé řadě práce zabývá odlišením de facto států od ostatních teritoriálně politických entit nacházejících se v politickogeografickém prostoru. Dále je v rámci práce vymezen samotný soubor de facto států obsahující 26 entit. Z metodického hlediska byla vytvořena kvantitativní metoda hodnocení založená na soustavě sedmi indikátorů vnitřní suverenity a jednom souhrnném indikátoru suverenity vnější. Indikátory vnitřní suverenity jsou dále rozděleny na tři základní aspekty (bezpečnostní, socioekonomický a politický) a podléhají hodnocení za každý rok existence entity v rámci sledovaného období. Výsledkem takto pojatého výzkumu bylo nalezení vazby mezi geografickou polohou de facto států v soustavě mezinárodního systému suverénních států a obdobím jejich vzniku, stejně jako periferní lokalizace de facto států při hranicích původních rodičovských států. V neposlední řadě byly identifikovány typické trendy ve vývoji těchto nestátních teritoriálních entit a posouzen vliv vnějších aktérů na jejich funkčnost. V rámci sledovaného období byly nalezeny tři období lišící se charakterem vývoje, a to nejen z hlediska velikosti souboru, ale i rozdílnými trendy v míře naplnění jednotlivých indikátorů. Větší vliv na funkčnost de facto států byl prokázán u podpory ze strany patrona, před podporou ze strany významné části mezinárodního společenství států. Práce přináší původní výsledky, které přispívají k hlubšímu poznání problematiky de facto států. V aplikační rovině je lze využít nejen pro obdobně zaměřené výzkumy, ale především jako podklad pro řešení situace, resp. postavení de facto států v mezinárodní soustavě suverénních států.

Abstract:

The dissertation deals with anomalies of the contemporary politico-geographical space, the so-called de facto states between 2001 and 2018. These territorial political entities, invisible on the world political map, and which are questioning the current system of sovereign states based on the territorial sovereignty principle, have moved from the periphery of academic interest to its center over the past three decades. They can no longer be perceived just as anomalies, but rather as characteristic and substantial exceptions that attest to the nature of the international system of sovereign states which they are an integral part of. Most of the present-day scientific knowledge of the de facto states is based on idiographic approaches and perceives them as unique and unrepeatable. The aim of this text is to contribute to the understanding of the de facto states in a broader context and to identify their typical features and development trends as a group. Due to the terminological confusion which the issue of the de facto states is subject to, the dissertation primarily deals with the distinction of the de facto states from other territorial political entities located in the politico-geographical space. Additionally, the work defines a set of the de facto states containing 26 entities. Methodology-wise, a quantitative evaluation method was created based on a system of seven indicators of internal sovereignty and one summary external sovereignty indicator. The indicators of internal sovereignty are further divided into three basic aspects (security, socio-economic and political aspects) and are evaluated for each year of the entity's existence within the researched period. The result of a research thus conceived was to find a link between the geographical location of the de facto states in the international system of sovereign states, and their creation period as well as the peripheral location of the de facto states at the borders of the original parent states. Last but not least, typical trends in the development of these non-state territorial entities were identified and the influence of external actors on their functionality was assessed. Within the monitored period, three stages were found that differ in the nature of development, not only in terms of set size but also in terms of distinct trends in individual indicators fulfillment degree. A greater influence on the de facto states’ functionality was established on the side of the support of the patron rather than the support of a significant part of the international community of states. The dissertation brings original results that contribute to a deeper understanding of the issue of the de facto states. At the application level these results can be used not only for similarly focused research, but more so as a basis for solving the situation, and the position of the de facto states in the international system of sovereign states, respectively.
