Selected state enterprise as a subject of critical infrastructure

Anotace:

Bakalářská práce se zabývá kritickou infrastrukturou České republiky. V teoretické části je představena kritická infrastruktura České republiky, popsáno její stěžejní postavení v rámci infrastruktur státu, její vývoj a historie. Práce popisuje rizika vyplívající z ohrožení funkčnosti kritické infrastruktury státu. Dále je specifikována legislativa kritické infrastruktury, orgány krizového řízení s bezpečnostním managementem a spojenými plánovacími, ostatními činnostmi. Součástí teoretické části práce je popis konkrétního subjektu i prvku kritické infrastruktury a jeho řešení krizového řízení společnosti. Na popis navazují státem stanovená kritéria pro určení prvku kritické infrastruktury, jeho fáze vzniku, vlastnické dělení, gesční orgány, práva a povinnosti, které z určení vyplívají. Následně se práce zabývá oblastí ochrany objektu a problematikou s ní spojenou. Poslední kapitola teoretické části práce se zaměřuje na analýzu možných hrozeb fyzické bezpečnosti, které se na konkrétní prvek kritické infrastruktury výrobna elektrické energie, vztahují. Pomocí dotazníkové metody, řízeného rozhovoru a metody dedukce byly shromážděny informace k vypracování praktické části práce. Zde jsou zkoumány hrozby fyzické bezpečnosti, které mohou na vybraný prvek kritické infrastruktury působit se zaměřením na stanovení opatření ochrany výrobny elektrické energie. Součástí praktické části jsou nastavené bezpečnostní režimy, které mají za úkol eliminovat identifikované nebezpečí z oblasti fyzické ochrany.

Abstract:

The bachelor thesis deals with the critical infrastructure of the Czech Republic. In the theoretical part, the critical infrastructure of the Czech Republic is presented, its pivotal position within the infrastructure of the state, its development and history are described. The work describes the risks arising from the threat to the functionality of the state's critical infrastructure. Furthermore, the legislation of critical infrastructure, crisis management bodies with security management and related planning and other activities are specified. Part of the theoretical part of the work is a description of a specific subject and element of critical infrastructure and its solution to the company's crisis management. The description is followed by the criteria established by the state for determining the element of critical infrastructure, its stages of creation, ownership division, managing bodies, rights and obligations that result from the designation. Subsequently, the work deals with the area of object protection and issues connected with it. The last point of the theoretical part of the thesis focuses on the analysis of possible threats that relate to a specific element of the critical infrastructure of the electricity production plant. Using the questionnaire method, guided interview and the deduction method, information was collected to develop the practical part of the work. Here, physical security threats that can affect a selected element of critical infrastructure are examined, with a focus on establishing measures to protect the power plant. Part of the practical part are set security modes, which have the task of eliminating identified dangers from the area of physical protection.
